Site meeting for further promotion of new urbanization & great-cross town cluster construction

It was reported that the site meeting for further promotion of new urbanization & great-cross town cluster construction was held in Yizhang county, Chenzhou city from December 16 to 17, 2013. It was required that further promotion of new urbanization should be carried out with comprehensive understanding of the new connotation and requirement of urbanization and with the driving force of reform. It was purposely to forge garden town cluster with unique features and nationwide influence. Xiang Lili- Secretary of Chenzhou Municipal Party Committee and Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City delivered important speeches at the meeting. Jiang Yiming- Minister of Hunan Provincial Housing Ministry attended the meeting and addressed a speech there.

Xiang highly affirmed the promotion of new urbanization work handled out by Yizhang and other counties and districts of Chenzhou city. He pointed out that comprehensive understanding of the new connotation and requirement of urbanization should be grasped by all the departments. Generally speaking, Chenzhou city followed and met the new requirements of urbanization stated on the central working conference of urbanization, keeping promotion of urbanization with the core of people-oriented, foundation of overall development of urban and rural areas, method of gradual promotion and essence of ecological civilization. Chenzhou city should follow the arrangement and requirement of central government to upgrade the urbanization and try to step ahead of the new round of urbanization process.

Xiang Lili required that Chenzhou city should try to forge the town cluster with unique features and nationwide influence. The key features for Chenzhou great-cross town cluster are its medium and small size, overall development, two-oriented, opening and other connotations. The targets and requirements of town cluster construction should be specified clearly and more experience of other city’s construction should be applied to promote Chenzhou city’s town cluster construction and to forge the garden town cluster with unique features and nationwide influence. More efforts should be tried to upgrade the level of economic integration on the basis of detailed requirements. Overall development of urban and rural areas also should be upgraded to reach the balance development of public service in urban and rural areas and promote other areas development accordingly with new innovative mechanisms. 

Xiang emphasized that further promotion of urbanization and town cluster construction should be promoted with the driving force of reform. All departments should form the unified understanding of reform and carry out the reforms on the basis of Chenzhou city’s practical condition to upgrade Chenzhou city to be an international, modern and open city.

Qu Hai pointed out that more attention should be placed on the planning and guide to promote the expansion and upgrading of urban area. Followed with the requirements of beautiful Chenzhou city construction, Chenzhou city should try best to carry out some projects as“beautiful livable villages and towns”, ten key projects of urban infrastructure facilities construction, demonstration featured village of every county and district, etc.

Qu stated that all departments should try efforts on major projects to lead the construction of provincial demonstration town cluster; should promote the improvement of industries as industrial park’s economy, modern service industry and modern agriculture; should upgrade the quality to promote the greening development of urban area with better public service facilities and greening work; should upgrade the city management level; and should promote the innovation of mechanism to accelerate the overall development and reform of urban and rural areas.

Jiang Yimin highly praised Chenzhou city’s practices and experience on the promotion of new urbanization and town cluster construction. He interpreted the spirit of central working conference of urbanization by quoting Chenzhou city’s practices and stated much more attention would be stated on supporting Chenzhou city’s new urbanization and great-cross town cluster construction.

All the attendants visited some new urbanization construction sites of Yizhang county. Yizhang county, Guidong county and Huangcao town of Zixing city made typical speeches at the meeting.

Some municipal leaders of Chenzhou city attended the meeting.
