A summary for Xiang Lili and Qu Hai’s investigation trip to the counties and districts of Chenzhou city

It was reported that the first half agenda ( from December 13 to 16, 2013) for theory-discussing meeting of Chenzhou economy working was the on-site investigation of the projects in the counties and districts of Chenzhou city. Xiang Lili- Secretary of Chenzhou Municipal Party Committee and Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City led an investigation team to check the projects on site.

Concerned for this on-site investigation, an innovative mode was carried out by Chenzhou Municipal Party Committee and Chenzhou Government this time, that was no symposium and no leader’s speech on the trip, just on-site review only. The top leaders of counties and districts of Chenzhou city led the attendants to visit and check the works handled out in their relative counties, and visited and studied others as well. They shared their opinions and experience with each other and were confident to handle future work.

After visiting over one hundred projects in this four-day investigation trip, it was glad to receive a wonderful sheet on the social and economic development of all counties and districts of Chenzhou city in 2013. 

To handle out the well-being projects by heart

Different well-being targets were set for every counties every year, and all of them kept the same enthusiasm to handle them out.

All counties played great efforts on the development of well-being projects. Take Jiahe county for example, demonstration village, landscape, park and series well-being projects were finished in 2013, which enabled all Jiahe county satisfy with local government and helped it to be ranked the ninth place of Hunan province on the polls. Jiahe county’s image and the public credit of local government were upgraded greatly.

Anren county placed one hundred million yuan on alleviating the pressure of urban city schooling and introduced Hong Kong Love Funds to invest 10 million yuan on the construction of Siyuan Experimental School successfully. It is a nine-year compulsory education school which can be capable to settle 2800 students. Besides this, Anren Shennong Square, Rice Field Park, train station and some other infrastructure facilities projects were handled out well in Anren county.

“Compared with earlier days of Guiyang county, we are confident that it is with great improvement in current years. But after this investigation, we felt stressed on the great achievements reached by other counties. Guiyang should place much more attention on overall development, undertaking industrial transfer, industrial transformation and upgrading, rectification of working style, etc. to meet its target.” Tuo Dengjun- Head of Guidyang county said to the reporters.

To reach great improvement on transportation

Transportation is the essential point for Chenzhou city’s development blueprint. No development of transportation, no development of Chenzhou city. That’s why all counties and districts of Chenzhou city kept its high enthusiasm on the construction of transportation projects in 2013.

S322 Guijia highway expansion project, X090 secondary road reconstruction project, extension project for Xiamen-Chengdu expressway, X055 secondary road reconstruction project and some other transportation projects were handled out in Guiyang county, which enabled Guiyang county with a very convenient traffic network.

As the core areas of Chenzhou city, Beihu district and Suxian district enhanced their urban road construction after improving their urban main roads. Upgrading project of south section of Nanling avenue, extension project of Luoxian west road and Wenquan road, and other 20 projects were carried out in Beihu district. With the construction of roads, Chenzhou west area, Huaishuxia area and Dongwan area were connected together. Suxian section of Chenyong avenue was the section finished in the soonest time.

Feitianshan bridge which is the most difficult section of the second part of Chenyong avenue was on the final stage now. Yongxing, Zixing and some other sections construction works were about to be finished soon. According to the time schedule, Chenyong avenue would be opened to the public on December 25, 2013. It would become the main transportation channel of the great-cross town cluster of Chenzigui-Chenyongyi.

Zixing city is one of the important poles of the great-cross town cluster. Chen Rongwei- Secretary of Zixing Municipal Party Committee said: “All counties and districts chose their unique development ways on the basis of local condition. Zixing city would keep its special development method in 2014.”

To reach flourishing development of industry

Industry projects construction is concerned for the economy development and indicates the situation of economic work.

After establishing national recycling economy demonstration park, Yongxing county paid much more attention on new fields. Berlin industrial park of Yongxing rare metals renewable resource utilization zone is covered with 4.2 square kilo meters currently. According to the plan, 20 enterprises would be introduced into the park. Till now, 12 ones have been settled down there, and four of them started the construction issues. Yongxing county is taking Berlin industrial park as its main battlefield to establish “national demonstration base of city of mineral”.

In order to build a large tourism industry structure and improve the overall development of urban and rural areas, Zixing city established Shuangxidong modern agricultural demonstration park and introduced Xinyuan Technology, Green Homeland and some other 4 enterprises and units into the park to improve the modern agricultural industry. Fengyue Environment Protection Technology Co., Ltd. was placed to operation in this month and was listed as national high-tech enterprise and the key reserve listing enterprises of Hunan province.

Urban complex construction and Sanhe village’s modern manorial economy development of Beihu district, Hongguang logistic, leisure tourism and cultural innovation industry of Feitian mountain landscape of Suxian district, and some other projects handled in the two districts were with great improvement. Besides the non-ferrous metal, Chenzhou city is with many different emerging industries now.

Liao Guisheng- Secretary of Rucheng County Party Committee stated: “It is helpful for us to determine to keep scientific development in future work after this investigation. We will keep fighting for improving the living condition of people and help to promote Chenzhou city’s take-off”.
