It was reported that theory-discussing meeting of 2014 Chenzhou economic work was held in Chenzhou city on December 18, 2013. It focused on discussing current economic condition and confirming the key points and targets of 2014 economic work. It was stated out at the meeting that all departments should follow the following concept to handle out 2014 economic work: keeping improvement on the basis of stability, keeping reform and innovation, and keeping sound and rapid development. Xiang Lili- Secretary of Chenzhou Municipal Party Committee and Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City addressed important speeches at the meeting.

An innovative way was handled out by Chenzhou Municipal Party Committee and Chenzhou Government to hold the theory-discussing meeting well. That was the investigation trips to some cities of Hunan province as Yongzhou, Shaoyang and Loudi city and to all counties and districts of Chenzhou city. All attendants for the investigations benefited greatly from the trips with wider visuals, opener ideas, more powerful driving force and more specified development directions. All principals of departments, counties and districts analyzed their current condition, 2014 development targets and measures objectively with their practical condition.

After listening to the reporters addressed by the principals, Xiang Lili stated that all departments, counties and districts should share the experience with each other to make the best preparation of 2014 economic work. We can learn more ideas from the investigation trips that all departments should keep following the way of scientific development; should keep freeing our minds with unified understanding; should keep handling rectification of working style to optimize the development condition; and should keep trying first to create more advantages on the process of development.
Xiang stated that all departments should figure out the clear idea to enhance the development and keep the sound and fast development trend of Chenzhou city; should fully grasp the spirit of central government to seize more chances and obtain more confidence; and should make correct judges of the development trend and take active actions on further promotion of development.

Xiang also pointed out that 2014 is the first year to fully implement the spirit of third session of the 18th National Congress of CPC and deepen reform, is the last year for Chenzhou city’s “another three-year” project and also is the essential year of “twelfth five-year plan”. On this point, all departments should highlight the key working points to upgrade working level and upgrade the quality and efficiency of economy development. The general requirements were as follow: to fully implement the spirit of 18th National Congress of CPC and third session of 18th National Congress of CPC with the scientific development perspectives and ensure all targets of “another three-year” project to be fulfilled successfully with deepening reform and expanded opening up; to correctly understand the relations between quantity and quality, rapid development and improvement of well-being condition, economy development and ecological civilization, and deepening reform and expanded opening up; to fully grasp five key points as reform, opening up, transformation, overall development and rectification of working style; and to reach the effective reform breakthrough on key fields and essential points.

Xiang emphasized that enhanced guidance on economic work should be carried out by the party’s committee to promote the reform and upgrade its capacity and level accordingly; much more attention should be placed on current works to ensure all the targets set for 2013 to be fulfilled on time and to keep the safety production and social stability; and strict operation of the regulations issued by central government on rectification of working style should be handled out well to keep sound working condition of the government.

Qu Hai pointed out that all departments should try best to understand the situation, seize the chance, promote the development and take positive actions on improvement. Though Chenzhou city kept a upgraded and sound development trend under such complicated economic condition in 2013 by following correct concepts and ideas, there were still some problems hindered on the way of Chenzhou city’s further development. Such as poor industrial structure, poor innovative capacity, high pressure of descending trend of economy increase, tough task of overall development, difficult increase of farmers’ income, and etc. Chenzhou city is still under the situation of insufficient and poor development, so all departments should try best to take the primary mission on transformation and upgrading of development and should seize different chances with active actions to promote Chenzhou city’s development.

Qu Hai stated that all departments should deepen the reform and accelerate the transformation development to forge the upgrade version of Chenzhou economy and realize the continuous and healthy economy development by carefully implement the spirit of third session of 18th National Congress of CPC and central government’s economic working conference. It should be guided with the expansion of domestic demand to promote Chenzhou city’s continuous and healthy economy development. All departments should pay much more attention on optimization of investment structure, industrial transformation, “two-oriented” construction, upgrading of tertiary industry, increasing of farmers’ income, promotion of innovative capacity, overall development of urban and rural areas, ecological civilization construction, public security, upgrading of working efficiency, and etc.
