It was reported that Liu Hesheng- Deputy Secretary of Chenzhou Municipal Party Committee visited Jingui Silver Company, Hualei Photoelectricity Company, technological enterprises base, Chenzhou Science and Technology Bureau and some other units to check their technology work on both technological innovation and talents. Liu required that more efforts should be placed on the upgrading the capacity of technological innovation and construction of platform to provide more technological support for Chenzhou city’s take-off.

From the beginning of 2014, Chenzhou city paid much more attention on the improvement of the construction of technological platforms which helped to upgrade its capacity of innovation greatly. Chenzhou Application Development Institute was officially formed in this year. The construction of Asia and Europe Water Resources Research Institute Chenzhou Branch was handled out well as well. Till now, 7 Hunan provincial technological innovation platforms and 46 Chenzhou municipal technological research centers are available in Chenzhou city. Furthermore, more than 140 enterprises reached the cooperation with over 80 national and international colleges and universities. Followed with the technological requirements of enterprises, 18 Hunan provincial key projects were obtained by Chenzhou government for some high-tech companies in Chenzhou city. Besides this, 8 enterprises were granted with the support of the State Small and Medium-sized Enterprises Innovation Funds. All of those activated the enterprises’ innovation driving force.

Liu required that all relative departments should keep strengthening the concept that science and technology are primary productive forces to upgrade technological innovation; should figure out more favorable policies on the basis of Chenzhou city’s practical condition to help the enterprise establish technical platforms and guide their technological innovation; and should innovate the development of industry especially on the transformation and upgrading of non-ferrous and other traditional industries as well as expansion of LED and some other emerging industries to increase the technological innovation. Liu emphasized that more efforts should be placed on obtaining more funds and projects from upper level governments. At the meantime, more attention should be paid on the cultivation and maintaining of the talents.
