“There are four R&D platforms available and one more Hunan provincial engineering technology research center is under construction.” As learned from Chenzhou Fengyue Environmental Protection Technology Co., Ltd. (short for “Fengyue Environmental Protection”) that it was selected as Hunan provincial innovative-type pilot enterprise by Hunan Provincial Department of Science and Technology, Hunan Provincial SASAC, and Hunan Provincial Federation of Trade Unions. Along with the construction of technological innovation platform and promotion of the enterprise’s innovation capacity, “Fengyue Environmental Protection” became a symbolic enterprise which successfully reached transformation development with the scientific and technological promotion.

“Fengyue Environmental Protection” was learned as Liyujiang Phosphate Fertilizer Plant and was eliminated by the market for its backward production capacity. A large amount was placed on the technological innovation after the restructuring, and some research centers for the technological development were established accordingly in the enterprise. It worked together with some universities to overcome some technological difficulties and grapes series key technologies, 14 one among which were core patent technologies. Now, it was developed to a comprehensive environmental technological enterprise and undertook 8 key national, Hunan provincial and Chenzhou municipal technological projects. It is a leading enterprise on the comprehensive utilization of indium-containing waste.

“Fengyue Environmental Protection” is just one of the examples for Chenzhou city’s assistance for enterprises’ development with promotion of innovation platforms construction. In 2013, 3 Hunan provincial and 7 Chenzhou municipal technology research and development centers were established in Chenzhou city successfully, which helped to enable the total amount of Hunan provincial and Chenzhou municipal technology research and development centers to be 7 and 46 respectively. At the meantime, some scientific innovation enterprises were cultivated in Chenzhou city on the basis of the platforms construction, 8 Hunan provincial and 10 Chenzhou municipal ones were the achievements of the promotion. All enterprises benefited well from this construction to upgrade their innovative capacity, more patents and leading technologies were obtained by the enterprises.

In the same year, the first technological research and development and achievements transformation public service platform- Chenzhou Applied Technology Development Institute was established in Chenzhou City. It would fully integrate the professional technologies and talents resources from national, Hunan provincial and Chenzhou municipal science and technology departments and some institutes to serve for the enterprise, especially technological support, and help to promote the transformation development of Chenzhou city.
