It was reported that Liao Yuancun- Inspector of Hunan Housing Department led an investigation team to check the financing work of Chenzhou city.

Reports on the interpretation of “Hunan government’s guidance for enhancing financing work on urban infrastructure construction” and some suggestions on financing and credit work were delivered by Hunan Housing Department and the State Development Bank on the conference. Some enterprises presented relative working reports there as well.

It was stated that the financing work with different credit modes should be handled out on the basis of practical conditions of different areas and different projects, such as direct credit and corporate credit should be carried out to support the construction of urban sewage, garbage, water supply and gas facilities. At the meantime, commitment should be opened to public with confirmed implementation plans, favorable policies, and regulated operation. According to the time schedule, drinking water and gas supply projects should be fulfilled at the end of 2016 to make sure all counties of Chenzhou city to be supplied with clean drinking water and gas.

Liao Yuancun highly affirmed the work handled out by Chenzhou city on the infrastructure construction. Liao considered that Chenzhou was capable to try different financing methods to accelerate the reform and gain more experience to form the new pattern of financing work on infrastructure construction. Liao also said specified targets should be set at the very first beginning to form a sound financing system; more government guidance and social participation should be obtained on the construction process; and more methods should be tried to keep sound and continuous development of the financing work.
