New record was hit for the growth
It was learned from the analysis report for 2013 market players of Chenzhou city issued by Chenzhou Industrial and Commercial Bureau that total market players hit 134,500 in Chenzhou city in 2013, accounting for 100.394 billion yuan registered capital. 29,500 ones were new registered one with an increase of 63.23%, setting a new record for the growth.
“The average increase of the market player was kept as 10% from 2010. In 2013, it was doubled to be 21.71%, which indicated that the players were more confident and optimistic to future market on the basis of the promotion of reform.”said Chen Jie-Director of Register Department of Chenzhou Industrial and Commercial Bureau.
Different development situation for enterprises
It was noted that enterprises were with different development situation that the state-owned enterprises was with a decreasing quantity but upgrading quality, private enterprises was kept rapid growth and foreign enterprises was improved better. 3701 state-owned enterprises was available in Chenzhou city in 2013 with a decrease of 0.51%, while total registered capital was amounted to 31.053 billion yuan, up 35.37%. 13,452 private enterprises with 52.581 billion yuan registered capital were available in Chenzhou city, up 20.31% and 30.72% respectively. 290 foreign enterprises with 7.787 billion yuan registered capital were settled down in Chenzhou city, up 4.69% and 7.64% separately. 142 new ones for state-owned enterprises (including branches) with a decrease rate of 9.68% but increasing rate on registered capital of 42.22%, accounting for 2.23 billion yuan. 3056 new ones for private enterprises with increasing rate for both quantity and registered capital of 50.76% and 2.94% respectively. 33 new ones for foreign enterprises were with an increasing rate of 22.22%, which was quite different from 2012’s negative situation.
According to Chen’s analysis, the key reason for the decreasing quantity of state-owned enterprises was for the deepening restructuring of enterprises. The reasons for the rapid development of private enterprises were for following points: first, Chenzhou city played great efforts on the promotion of transformation from individual business to private enterprise; second, more favorable policies were issued to promotion of private enterprises; and third, modern service industry was developed rapidly.
Rapid development was achieved
Individual business player was the major force in market economy. Along with the promotion of “three-establishment” project, unlicensed individual business players registered legally, which contributed greatly on the rapid increase of individual businesses. According to the data, 115,100 registered individual business players were available in Chenzhou city, up 22.46%, 25,651 were new ones with an increase of 67.03%. 91,957 ones were settled in the urban area, accounting for 79.88%. Total employments were amounted to 156,952, covering 78.83%.
Concerned for the industry structure, the individual business players on tertiary industry, second industry and first industry were about 108,153, 5902 and 1063, which covered about 93.94%, 5.12% and 0.9% of each industry respectively. More individual business players entered the technology, culture and infrastructure fields under the favorable national policies. Some better improved ones started their new businesses on some new fields as agriculture, forestry, animal husbandry and fishery.
Different from the individual business players to settle down in urban area, the farmers professional cooperatives were settled down in rural area. 2018 cooperatives were registered in Chenzhou city with the total capital of 2.62 billion yuan and members of 28,412 people. 10 of them were farmers professional cooperative associations.
It was learned that 602 cooperatives amounted with over 900 million yuan capital were with business licenses with the help of Chenzhou Industrial and Commercial Bureau. 5667 ones of the total 5947 members were farmers, covering 97.27%. But some disadvantages were still hindered further development of the cooperatives, so more guidance and supports should be placed on it in future.
