It was learned that once Chenzhou city past Hunan provincial experts’ inspection of the establishment work of national sanitary city in this March, some national unannounced visit and technical evaluation would be carried out afterward on schedule. A mobilization conference for establishment of national sanitary city was held in Chenzhou city on February 25, 2014 to arrange the establishment work. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City required that some key points should be highlighted to solve the key problems firstly and ensure the establishment to be fulfilled successfully. Liu Hesheng- Deputy Secretary of Chenzhou Municipal Party Committee hosted the conference.
Chenzhou city launched the establishment project of national sanitary city in 2009. According to the data, till now, 10 basic conditions for the application of national sanitary city have been fully matched by Chenzhou city and 66 indexes for 10 categories were basically met the standards. However, from the view of national experts and some supervision handled out by Chenzhou city, there were still some weak points hindered on the way of further improvement of the establishment work.

Qu stated that all relative departments should keep unified understanding and confidence to figure out the situation of the establishment work. Following seven problems were the key ones under current situation: first, poor regulation for urban villages and urban-rural interfaces; second, poor sanitary condition for farmers’ markets; third, poor environmental and sanitary condition of urban central area; forth, poor sanitary condition for catering industry and “five small industries”; fifth, poor environmental and sanitary condition of the stations; sixth, unqualified sanitary condition of some communities, units and courtyards; and seventh, weak propaganda work for the establishment of national sanitary city.

Qu required that all relative departments should try the best to prepare the establishment work. More attention should be placed on upgrading of the sanitary condition in urban central area, communities, urban villages, urban-rural interfaces and etc.; on the improvement of sanitary condition of public places and the safety of food; on the protection and monitoring of urban environmental condition, management of pollution discharge, air pollution and noise pollution control and etc.; and on the vector control, propaganda of health education and establishment work, and preparation of the data for establishment of national sanitary city.

Qu also required that more strict responsibility system and scientific organization should be carried out on relative departments to ensure to pass Hunan provincial inspection successfully. All departments should be confident to pass Hunan provincial and national inspection in 2014 by handling the relative establishment work.

On the conference, Zhang Yangping- Deputy Mayor of Chenzhou City announced the notice for inspection of establishment of national sanitary city; Zhang Chengcheng- Member of Party Group of Chenzhou Government and Cadre of Deputy Department Level announced the notice for the accountability system and some primary responsibly units concerned for the establishment work submitted their liability forms to Chenzhou government.

Zhang Xihui- Deputy Mayor of Chenzhou City attended the conference as well.
