It was reported that a financial work conference was held in Chenzhou city recently to arrange the financial work of 2014. As stated on the conference that financial work should assist and support the deepening reform and all tasks set for 2014 financial work should be fulfilled on time with all relative departments’ efforts. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City attended the conference and delivered an important speech there.

The public finance revenue of Chenzhou city hit 21.61 billion yuan with an increase of 18.7%, ranking the forth place of the volume and second place of increase in Hunan province. The target set for 2014’s increase of public finance revenue is 15%.

Qu Hai pointed out that great efforts should be tried by all departments to meet the target, especially on cultivation of new financial resources with more powerful financial strength, maintenance of ready resources with upgrading quality and efficiency, promotion of key industries and key projects, better usage of financial policies with better guidance, optimization of financial expenditure structure, continuous expenditure on well-being projects, saving of administrative cost, upgrading of the management of finance, and etc. At the meantime, further financing and tax reform should be carried out by Chenzhou city by grasping the central government’s spirit and arrangement, implementing relative measures steadily and promoting together with deepening reform.

Considering the fiscal and debt risk control, Qu emphasized that it should be followed proper principal to establish sound mechanisms on debt capital control, financing debt payment, early warning, and etc.

Qu also stated that more attention should be paid on the development of the financial system, promoting of working style rectification and upgrading of the staffs and cadres’ quality to contribute more to Chenzhou city’s take-off.
