Summary for working conference of Luoxiao mountainous area’s development and poverty alleviation

It is early spring now, though it is still cold, flowers and plants gradually sprout, which is similar to Chenzhou city’s current situation that full of expectation.

It was reported the working conference of Luoxiao mountainous area’s development and poverty alleviation convened by Ministry of Civil Affair was held in Rucheng county from February 23 to 24, 2014. 24 counties from 6 cities of Hunan province and Jiangxi province were covered into this area. Attendants from the counties gathered to share their opinions on further promotion of the development and poverty alleviation work of this area.

This conference spread messages of spring and message of hope to all the counties of the area. All of them were confident that assisted with the successful poverty alleviation experience and transregional cooperation mechanism, this area would be further improved with a new poverty alleviation pattern.

Profitable and favorable policies for Luoxiao mountainous poverty alleviation work

“More attention should be paid on figuring out some special policies to facilitate the poverty alleviation work handled on the poorest and most difficult areas. It should benefit people indeed.” said Li Guoli- Minister of Ministry of Civil Affair.

Gong Puguang- Deputy Minister of Ministry of Civil Affair disclosed some more favorable policies for Luoxiao mountainous area’s poverty alleviation work. Concerned for the capitals, more support would be placed on social pension, community services, disaster prevention, child welfare facilities, public welfare fund from lottery, rural happiness homes and psychiatric hospitals and other projects. At the meantime, enhanced guidance work would be carried out to integrate various civil administration capitals to focus on the construction of social welfare facilities. Concerned for the policies, further improvement would be promoted on rural minimum living security system, five guarantees system and temporary assistance system, living assistance system for people afflicted by natural disasters, and etc. Furthermore, enhanced guidance work would be carried out on the construction of demonstration areas of major disease and pilots of rural communities. More support would be placed on optimizing the layout of administrative divisions in this area to promote its new urbanization development.

Powerful force to carry out poverty alleviation work together

Liang Shihong- one of the cadres of Economic Development Division of State Ethnic Affairs Commission stated that it was with great potentiality for further development of Luoxiao mountainous poverty alleviation work. The area’s advantages on traffic, resource and location would be more obvious along with improvement, so a good platform would be necessary to promote poverty alleviation and development together for both Hunan province and Jiangxi province.

It was learned that 24 counties of 6 cities from Hunan province and Jiangxi province were covered into the Luoxiao mountainous poverty alleviation area. Many planned projects on transportation, well-being, and other aspects were not only just for one county, but involved some of them together. On this point, it is very important to establish some mechanism as regional joint meeting, inter-regional coordination, and etc. to form more powerful force and carry out poverty alleviation work together.

This conference held in Rucheng county was one of the helpful platforms for the inter-regional cooperation among counties of the area. Li Liguo required better coordination and communication should be handled out on some aspects concerned for the inter-regional cooperation of important policies, major infrastructure projects, industrial structure, economic cooperation, and etc. Zhang Suofu- Vice Governor of Hunan Province and Yao Mugen- Vice Governor of Jiangxi Province stated that enhanced coordination and communication would be handled by the two provinces to promote the establishment of more efficient coordination mechanisms and inter-regional cooperation mechanisms, especially on some major projects as the railway construction from Chenzhou city to Ganzhou city. At the meantime, enhanced communication for inter-regional major projects, important policies and key items would be handled out to promote the harmonious development of the area.

Closer concern for Chenzhou area’s poverty alleviation model

“Rucheng county is a vigorous and youthful county whose good experience of poverty alleviation worthies our trying.”said Liao Yan-Director of Fushun Poverty Alleviation and Immigration Bureau, Jiangxi Province, who was amazed to find such great poverty alleviation achievements reached by Rucheng county.

It is a good chance to present a new image of a city by handling some national, regional and industrial conference. Most of the attendants for the conference visited Rucheng county for first time, they were surprised to find Rucheng county was totally different from earlier days. It is no longer old and poor, but a beautiful small county with gorgeous ecological environment. Yuan Yingping- Secretary of Discipline Inspection Commission of China Three Gorges New Energy Corp. was one of the attendants shocked by the great achievements of Rucheng county. Yuan also excited to witness such great changes.

The attendants visited some poverty alleviation projects of Rucheng county as well. They were impressed with the rapid development of Donggangling ecological tea industrial park, China Hunan Tungsten Industry Co., Ltd., ecological vegetable base, and some other poverty alleviation projects. Liang Wei- Deputy Director of Gangzhou Civil Affair Bureau appraised the sound condition of the vegetable base of Tianzhuang village which indicated the fast development of the county’s agricultural industrialization. Liang also highly affirmed Chenzhou city’s sound work on playing national policies to find the correct industries to overcome poverty and help people to increase their income. Gong Yong- Deputy County Chief of Le’an County, Fuzhou City, Jiangxi Province was preparing to introduce the scientific technology of the vegetable base of Tianzhuang village into their county to upgrade his county’s farmers skills and increase their income as well.

Though the brief conference was ended soon, all the cadres and people in Luoxiao mountainous area kept their way to promote the poverty alleviation work passionately.
