It was learned from Hunan provincial TV and phone conference on acceleration of industrialization that great achievements were gained by Chenzhou city on Hunan provincial assessment of further promotion of new industrialization. Chenzhou city won the second prize on handling this work among other cities of Hunan province. Chenzhou High-tech Industrial Park won the first prize among industrial parks. Suxian district, Zixing city and Yongxing county won the first prize among counties, while Guiyang won the second one. Chenzhou Branch of Delta Electronics Group and Yongxing Mayang Non-ferrous Co., Ltd. won the second prize among enterprises. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City delivered a classic speech on the conference on behalf of Chenzhou Municipal Party Committee and Chenzhou Government.

Qu stated that followed with the strategic arrangement of “four modernization and two-oriented”figured out by Hunan Provincial Party Committee and Hunan Government, Chenzhou city paid great efforts on the promotion new industrialization to stimulate the increase of three indexes and gained fantastic results. Chenzhou city was ranked the forth place on the assessment of Hunan provincial acceleration of new industrialization in 2013, four places ahead compared with 2010.

Qu shared the experience on promoting the new industrialization in Chenzhou city with other attendants on delivering his speech. Qu said, firstly Chenzhou city focused on “two-oriented” construction to upgrade its level. Transformation development and cultivation of strategic emerging industries were forcefully handled out by Chenzhou city to promote its transformation on different aspects. Second, Chenzhou city paid special attention on opening up and undertaking industrial transfer to motivate its energy. Great efforts were tried on construction of South Hunan provincial demonstration area of undertaking industrial transfer, promotion of Chenzhou Export Processing Zone’s upgrading of logistic function, construction of ten Hunan provincial undertaking industrial transfer parks, improvement of opening up platforms and transportation condition, promotion of investment attraction, and etc. Third, Chenzhou city highlighted the integrative development of industry and city. Continuous efforts were tried on the integrative promotion of new industrialization and new urbanization, upgrading of traditional industries, perfection of the industrial parks’s infrastructure, and etc. Forth, Chenzhou city kept handling reform and innovation to enhance the support of development. Deepening promotion of reform of state-owned enterprises and administrative approval system were carried out in Chenzhou city, and some registration reform pilot work was handled out there as well to simplify administrative procedures and institute decentralization.
