Mobilization conference for establishment of national civilized city of water ecology & flood and drought control conference was held in Chenzhou city

It was reported that mobilization conference for establishment of national civilized city of water ecology & flood and drought control conference was held in Chenzhou city on March 3, 2014. Xiang Lili- Secretary of Chenzhou Municipal Party Committee emphasized on the conference that overall work on construction of civilized city of water ecology and flood & drought control should be better operated in Chenzhou city on the basis of ecological civilization and scientific development. All departments should try best to establish national civilized city of water ecology and construct a beautiful Chenzhou city with long lasting stability. Liu Hesheng- Deputy Secretary of Chenzhou Municipal Party Committee hosted the conference.

Followed the general idea that“establishing a livable landscape city with full play of water advantages”, relative planning and implementation solutions on the construction of water ecological civilization were figured out in Chenzhou city. It was enrolled in the pilot city list of national and Hunan provincial water ecological civilization construction.
Xiang Lili pointed out that forceful water ecological civilization construction work should be promoted in Chenzhou city to establish national civilized city of water ecology. It can meet the demands for further promotion of Chenzhou’s water advantages, transformation development, and upgrading of city level to enhance the construction of water ecological civilization, so all departments should be aware of its significance.

Xiang stated that all departments should fight for constructing a livable landscape city by figuring out exact positioning, grasping suitable principals, using scientific methods and guiding planning issue.

Xiang also said more attention should be placed on the promotion of the water ecological civilization construction in town cluster area, especially Chenzigui two-oriented demonstration belt. It was purposely to create a unique model of Chenzhou city’s great cross town cluster construction by handling this construction work.

Xiang emphasized that water ecological civilization construction should be driven with reform. Innovative investment and financing system, high efficient management mechanism and explorative water ecological civilization system construction should be promoted on the construction process.

Xiang required that all relative departments should well prepared for flood and drought control work. All preliminary preparing work should be arranged beforehand; people’s disaster control and self-saving capacity should be upgraded; people’s safety issue should be placed as the top concern; better rural water conservancy facilities, urban flood control facilities and scheduling and rescue system should be enhanced to upgrade the disaster control capacity fundamentally; and more strict responsibility division system and accountability system should be figured out to ensure the support for control work.

Lei Xiaoda- Deputy Mayor of Chenzhou City delivered working report on the conference. Li Shangde and Chenfangmin- municipal leaders of Chenzhou city attended the conference.

Representatives of Suxian district and Zixing city delivered their speeches on water ecology construction and representative of Guiyang county delivered a speech on flood and drought control respectively.
