Qu Hai joined in the discussion of Hunan provincial delegation
“Chenzhou city is with unique advantages on culture, location, resource and opening-up.”said Qu hai- Representative of National People’s Congress, Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City on the discussion of Hunan provincial delegation of second session of 12th National People’s Congress. He suggested to placing more supports on upgrading Chenzhou High-tech Industrial Park to be a national level one.
Qu Hai stated that Chenzhou city handled positive work on promoting the application of the upgrading issue of Chenzhou High-tech Industrial Park from 2011. Hunan Provincial Party Committee and Hunan Government submitted a special report to the State Council in August, 2012. The park gained great achievements on “forging green ecology with sound environment, cultivating high-tech form with industry”after the assessment work on “promoting construction by upgrading project”handled out by Ministry of Science and Technology in 2012. Currently, there are ten Hunan provincial and above level research and development platforms available in Chenzhou High-tech Industrial Park. 7.1 billion yuan capitals were raised by the park in 2013. At the meantime, 20 million yuan venture capital guiding fund was established in the park as well.
“Chenzhou High-techh Industrial Park was improved rapidly. ”said Qu. Along with the promotion and upgrading of traditional industries, more efforts were placed on the construction of LED special industrial park, which helped to introduce some world top 500 manufacturing enterprises as Phillip and other leading ones. An industrial cluster with more complete industrial chain was formed in the park, which enabled it to be the biggest LED production base of Hunan province. At the meantime, some projects as Shanghai Non-ferrous Metal Exchange Center, Nanfang Precious Metal Exchange Center, and etc. were launched rapidly. Grande Technology Group, Jushen Electronics and some other enterpises’ headquarters were settled down in the park. The total research and development expenditure on scaled industries were amounted to 1.31 billion yuan in the park with an increase of 50.8%. The output value of its technology, industry and trade hit 86.45 billion yuan with an increase of 33%. Total output value of high-tech hit 46.05 billion yuan, covering 68% of the total industrial output value. It was ranked the second place of Hunan province in 2013 assessment for new industrialization of Hunan provincial and above level industrial parks.
In order to promote a better and faster development of Chenzhou High-tech Industrial Park and promote Chenzhou city’s development on construction of Hunan provincial strategic point and window for connection with Guangdong province, HK and Macau, Qu suggested Ministry of Science and Technology to place more guidance on its work of“promoting construction by upgrading project” and support its upgrading to be national level high-tech industrial park in 2014.
