It aimed to improve Chenzhou city’s urban construction and investment company to be modern platform of investment and financing

It was learned that a special conference on transformation of urban construction and investment company was held in Chenzhou city recently. It was required that the transformation of urban construction and investment companies should be accelerated with the orientation of marketing reform. It should be transformed from government financing platform to marketing platform. Xiang Lili- Secretary of Chenzhou Municipal Party Committee and Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City attended the conference and delivered speeches there.

According to the data, 47 infrastructure projects with budget investment of 15.2 billion yuan have been undertaken by Chenzhou Urban Construction and Investment Co., Ltd. Till now, 13.2 billion yuan projects investment has been fulfilled by the company, accounting for 24 billion yuan total capital and 15.9 billion yuan net asset. It became one of the biggest financing platforms of Hunan province, and formed an urban construction and investment group mode and mechanism with the functions of construction, investment, financing, land development and assets management.

Xiang highly affirmed the work handled out by the company after carefully listening to the working report delivered by the company and speeches addressed by relative subordinate departments. Xiang stated that the company played an important role to assist the upgrading of Chenzhou city with financing support. More attentions should be placed on the improvement of its financing, development and construction, asset management, and etc. to promote its contribution on new urbanization and upgrading. More supports should be placed to promote the transformation development of the company to improve it to be better.

Xiang pointed out that it was imperative to carry out the reform for the financing and investment mechanism of the urban construction and investment company. The company should follow the trend to handle deepening reform with freer mind, should change the mechanism, should figure out the relationship between government and market to transfer from government financing platform to marketing platform, and should upgrade to be collective and diversified financing platform with better regulated operation.

Xiang said the key point concerned for the deepening reform of the company was to confirm the target and trend first. It should follow with the marketing orientation and modern corporate system to regulate its further development and reform: first, more efforts should be tried on the promotion of marketization of financing platform to form the modern corporate system and regulate the administrative structure and system scientifically; second, more efforts should be placed on the promotion of integration of investment and financing to play the financing roles of both government and market and ensure the investment profit; third, more efforts should be tried on the promotion of diversification of construction development to improve the company; forth, more attention should be placed on corporatization of management to transform it from administrative management to corporative management. At the meantime, reform for assessment system and talent introduction should be upgraded as well.

Qu Hai stated that further reform should be carried out on the financing, management mechanism, risk control, and etc. on the basis of the state’s policies and Chenzhou city’s practical condition; more supports should be placed to the company on finance, land, capital, policy and etc. on the requirements of the upgrading of Chenzhou city; more efforts should be tried by the company itself to improve its capacity to meet the demand of transformation.
