It aimed to hit over ten billion yuan output value

How to increase farmers’ income with the development of tea industry? “Comments on improvement of Chenzhou city’s tea industry” issued by Chenzhou Government answered this question. It was learned that Chenzhou city would place more attention on five counties- Guidong, Rucheng, Zixing, Yizhang and Anren’s tea industry development in following 6 years. It aimed to construct 400,000mu high quality tea garden with annual yield of 40,000 tons of tea (including 15,000 tons of high-quality tea), accounting for 10 billion yuan output value.

On the basis of Chenzhou city’s industry foundation, resource advantage and development potentiality, Chenzhou city integrated the advantageous resources to highlight the products features and optimize the teas layout. According to the plan, Guidong county and other four ones would be placed much more attention, which would help to drive Beihu district and Yongxing county’s development and promote Suxian district, Guiyang county, Jiahe county and Linwu county’s improvement as well. Different counties would try efforts on different key points, such as Zixing city and Anren county’s high-quality green tea, Yizhang county’s high-quality black tea, and Rucheng and Guidong county’s green tea and black tea. It was purposely to upgrade Chenzhou city’s tea industry to be modern agricultural industry, ecological industry, green industry and income increasing industry with Chenzhou city’s unique features.

Five projects as tea trees breeding, standard industrial park and demonstration park’s construction, cultivation of leading enterprises of tea industry, establishment of famous tea brands and tea culture would be improved with great efforts. According to the plan, till the end of 2020, one breeding base with annual production capacity of 100 million seedlings should be finished to ensure that all tea trees of Chenzhou city can be upgraded on time; 3-5 national standardized tea gardens and 1-2 standard tea industrial parks with over 10,000mu areas should be established in Chenzhou city; one leading enterprise with annual sales revenue of one billion yuan and 2 leading enterprises with annual sales revenue of 0.5 billion yuan should be improved in Chenzhou city; and one national famous brand of high-quality tea should be established as well.

More favorable policies would be granted to support the improvement of tea industry. Every key county for the development of tea industry would be allocated with special funds to assist the improvement of “five projects”. No less than 0.2 million mu lands for the second phase of forestry returning should be reserved for tea industry. At the meantime, Chenzhou Tea Technology Research Center should be constructed with the help of Hunan Agriculture University and Hunan Academy of Agricultural Sciences to study and develop some key technologies as modernization management mode of tea industry, etc. Furthermore, the leading enterprises should be encouraged to establish its marketing network nationwide, especially the improvement on chain stores, boutiques and franchisees and sales on supermarkets.
