It was learned from Chenzhou Water Resources Bureau that 4.15billion yuan investment was placed on the water conservancy construction in Chenzhou city in 2013, 1.15billion yuan capital of which was obtained from upper level government. This achievement greatly helped to promote the construction of national water ecological civilization pilot city.

The State Ministry of Water Resources started the national water ecological civilization pilot city project from July, 2012. Chenzhou city prepared the application work on receipt of this news and figured out “planning outline for Chenzhou city’s water ecological civilization construction”, “planning for Chenzhou central area’s water ecological civilization construction (exposure draft)” and “decision on promotion of Chenzhou city’s water ecological civilization construction (exposure draft)” at the first time.

Chenzhou city was confirmed as the first batch pilot cities of construction of national water ecological civilization by the State Ministry of Water Resources in last July 31. It was one of the 45 pilot cities for the first batch. Currently, the implementation plan has been approved by the professors and submitted to the ministry.

In order to accelerate the pilot work, more efforts were tried on promoting the water conservancy projects construction in 2013 by Chenzhou city, especially on the activity of “one hundred thousand party members and cadres’s dispatch to rural areas, one hundred thousand small reservoirs’ renovation”. According to the data, 62.45million work days were placed on the work of removing 93.10 million cubic meters of earth and stands, repairing over 11,368 water damaged projects, building and reinforcing 153.7kms banks, dredging and fixing 382.4kms channels, constructing 74 water supply projects for villages and towns, building and reinforcing 180 water reservoirs, building and maintaining 3641 small water reservoirs and weir brakes, increasing and improving 178,000mu irrigation areas, adding 31.72million cubic meters water-holding capacity and bringing 42.7 square kilometers soil erosion under control. Over 103.6 thousand party members and cadres were dispatched to the villages to promote the construction work and guided over 0.659 million people to join in the water conservancy projects construction.

At the meantime, enhanced supervision work was handled out on water conservancy construction. The management system concerned for water conservancy construction management center projects was positively practiced; different kinds of inspections and supervisions were organized by relative departments to regulate the construction behaviors of water conservancy projects and develop the projects’ effects.

As specified by Chenzhou Water Resources Bureau, all constructors, principals and safety officers of technology, chief inspector of supervision unit, supervising engineers and supervisors of the construction unit should take ID and certificates with them to take the photo and reserve signature in the bureau when the project was on the process to handle the starting procedures. It was purposely to avoid that someone would masquerade as others.

Furthermore, better work was handled out on obtaining more capitals and projects. It was introduced that over 200 projects of 11 categories were gained by Chenzhou city, and over 1.15billion yuan central and Hunan provincial financial funds were obtained as well with an increase of 15%. Enhanced supervision and management of the special funds for the projects with specified rules were carried out to upgrade the supervision work and ensure the safe and effective usage of the funds.
