It was learned from Yizhang Housing and Urban & Rural Construction Bureau that from 2014-2016, 310 million yuan would be placed to the construction of “two-supply and two-treatment” (upgrading project for water supply, construction project for pipeline gas, wastewater treatment project and garbage treatment project) which was issued by Hunan provincial government.

In order to expand the financing channel, increase the investment of infrastructure construction, and promote the improvement of new urbanization construction, Yizhang county seized the chance of investment on Hunan provincial 2014-2016 “two-supply and two-treatment” project to list some projects on the Hunan provincial project successfully. The projects included second phase of sewage treatment plant of urban area, pipe network of sewage treatment, expansion project for two water plants of urban area, expansion project of pipe network of urban area, water quality inspection center, coprocessing plant of cement kiln, construction for garbage collection and transportation facilities, and etc. All projects were handled with the principals to be guided by government, operated by market, intensive and low-carbon and win-win situation, and handled with two financing models as direct loan from Chenzhou city and Yizhang county and separate loan and repayment for enterprises. Once finished, Yizhang county’s infrastructure construction on urban sewage and garbage treatment, water supply and gas supply would be upgraded greatly. At the meantime, its comprehensive undertaking capacity and people’s living condition would be improved greatly as well.

Currently, 93 million yuan investment has been finished on the promotion of “two-supply and two-treatment” project, covering 30% of the total investment.
