According to Standing Committee meeting of Chenzhou Municipal Party Committee, an activity named “month of promotion of projects construction” would be launched in Chenzhou city. Reports on implementation of central government’s “eight stipulations” and Hunan provincial government’s “nine stipulations” were delivered at the meeting. Talents introduction work was discussed at the meeting as well.

It was reported that Xiang Lili- Secretary of Chenzhou Municipal Party Committee hosted the 10th Standing Committee meeting of Chenzhou Municipal Party Committee on May 8, 2014. Reports on implementation of central government’s “eight stipulations” and Hunan provincial government’s “nine stipulations” were delivered at the meeting. Talents introduction work and some other issues were discussed at the meeting as well. Members of Chenzhou Municipal Party Committee Standing Committee were present at the meeting.

Focusing on the spirit of Chenzhou Municipal Party Committee and Chenzhou Government’s work on central government’s “eight stipulations” and Hunan provincial government’s “nine stipulations”, Chenzhou city reached great achievements by handling work with educational practices of the mass line and Chenzhou city’s practical condition. It was required that better implementation work should be carried out in next step with the requirements of the stipulations and the achievements should be kept as well.

“Implementation plan for 2014‘month of promotion of projects construction’”was deliberated at the meeting. It planned to launch this activity in this May and June to promote the projects construction by handling some measures as leaders’investigation trips to projects construction sites, enhancement on procedures settlement, optimization of construction condition, collection of capitals, concentrated scheduling of projects construction problems, sound work on role lines removal, promotion of demolishing and relocation, launching of some projects, and etc.

It was pointed out that projects mean the development and increase, so all departments should pay great attention on the projects and development, especially on the ground work. Promotion on the projects, increase and development should be carried out with the educational practices of the Party’s mass line. “Month of promotion of projects construction” should be improved to optimize the construction condition of projects, especially on solving the narrow-neck problems hindered on the way of further promotion of construction. Promotion of demolishing and relocation work should be upgraded to assist the promotion of projects construction. Stricter disciplines and assessment should be placed on the projects construction to reach concrete results. Currently, more attention should be placed on the preliminary work to promote the projects, reinforce the elements support, and accelerate projects reservation.

“Working solution on ‘100-hundred plan’of introduction of high-level innovative and career-creating talents” was deliberated at the meeting. According to the plan, 100 high-level innovative and career-creating talents on electronic information, machinery manufacturing, deep-processing of minerals, biological medicine, new energy and energy conservation and environmental protection, modern agriculture and service industry, and some other key fields.

It was stated at the meeting that talent was the first resource which concerned for the construction of international, modern and open city. Chenzhou city has to form a high-level talent introduction platform to introduce more talents to settle down there. Freer minds should be placed on the talent introduction to attract the real talents. Open, fair and just procedures should be carried out to introduce talents. More favorable policies should be issued to the introduced talents to encourage them settle down in Chenzhou city.
