Second plenary session of Chenzhou Planning Commission of Urban and Rural Areas was held in Chenzhou city recently to deliberate the modification proposal for Chenzhou city’s master plan and other plans

It was reported that 2014 second plenary session of Chenzhou Planning Commission of Urban and Rural Areas was held in Chenzhou city on May 14, 2014. Modification proposal of Chenzhou city’s master plan and other four plans were deliberated on the conference. Xiang Lili- Secretary of Chenzhou Municipal Party Committee stated that great efforts should be placed to forge the upgraded version of Chenzhou planning. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City hosted the conference.
“Chenzhou city’s master plan (2009-2030)” (short for “09 version”) was approved 5 years ago. But along with the rapid development of China, Hunan province and Chenzhou city itself, “09 version” was not so suitable for current Chenzhou city’s condition. A modification proposal for “09 version” and other four plans were deliberated on the conference. The other four ones were as follow: expansion project of Chenzhou sports training base, expansion project of Wuguang high speed train station, architectural design scheme of Suxianling ropeway stops, and design scheme for the functions adjustment of library, science museum, gallery, mass art gallery and concert hall.

Concerned for the four specified projects, it considered that green coverage should be increased in expansion of Beihu sports training base without occupying of Beihu Park's greening lands. This expansion project should follow the master plan to protect Beihu Lake's original scenery and keep the function of "five successive championships" sports training center. It was not allowed to be commercial residence community. Suxianling landscape should be improved with the target to be improved as the second 5A level national landscape. Some principals as natural, ecological, simple, and convenient should be followed by the landscape's construction of rope way stops. Wuguang high speed railway station's architectural proposal should focus on the division of people and vehicles and division of entrance and exit and follow a symmetrical architectural style. The museums and halls should be with fundamental functions.

After listening to all the suggestions presented by the principals of relative units, Xiang Lili said great efforts should be tried to forge the upgraded version of Chenzhou planning. Some features of the master plan should be kept on the modification proposal, such as the concept of town cluster, development with group, and ecological city. It was not just an expansion of the city's scale with this modification, but an upgrading of quality as well. Balance attention should be placed on current problems and long term development; should be placed on optimization of urban spatial form and adjustment of urban industrial structure; and should be placed on the upgrading of districts, town clusters and small towns.

Xiang stated that great efforts should be tried on the improvement of fine projects which were significant to the improvement of an international and modern city. All the deliberated projects were some remarkable ones with demonstrative effects to others. Xiang listed some specified requirements for the projects too.

Xiang emphasized that enhanced planning awareness should be bare in all attendants' mind to carry out the construction work with an exclusive blue print. Planning played the role of basic outline of the city's construction, so its seriousness, authority and procedural features should be preserved well. More ideas on overall situation, entirety, long-term improvement, modern society, international consciousness, people-oriented concept, ecology, system, inheritance, and culture should be placed on figuring the planning. All attendants should work well on the guiding and implementing the planning.

Qu Hai stated that some points as group development of "great cross" town clusters, overall development, and intensive development should be highlighted on the modification proposal to handle sound work on expansion and control. More attention should be placed on the control of ecological function zones to protect the greening belts among some ecological groups as Suxianling, Wangxianling, and etc. Green development and "two-oriented" development concepts should be kept on figuring the planning to protect the ecological condition of Chenzhou city.
