It was reported that a singing ceremony for strategic cooperation of establishment of demonstration county in Luoxiao mountainous area was held in Rucheng county on May 15, 2014. People's Bank of China, Chenzhou Branch signed framwork agreements of strategic cooperation of establishment of demonstration county with Rucheng, Yizhang, Anren, and Guidong county at the singing ceremony. Zhang Aiguo- Member of Chenzhou Municipal Party Committee Standing Commmittee and Deputy Mayor of Chenzhou City and Xiao Jie- Deputy President of People's Bank of China, Changsha Branch attended relative activities.

Great achievements were gained by Chenzhou city's financial institutions to handle the financial poverty alleviation supports in this mountainous area. According to the data, total saving balance of the four counties mentioned above hit 32.15billion yuan with an increase of 16.8% in the end of 2013 and the loan balance hit 12.8billion yuan, up 24.7%. Once the agreements signed, better promotion on the financial poverty alleviation work would be promoted in this area. Followed with the aggreements, People's Bank of China would well play the functions of monetary policies as reloan, rediscount, credit program, difference reserve ratio system, and etc. to guide more financial institutions to support the area, upgrade the area's financing condition, improve its financing service level, promote its improvement of inclusive finance and help people to increase income.

Changsha Bank, Chenzhou Branch signed the strategic cooperation agreement with Rucheng government at the signing ceremony. Guosen Securities Co., Ltd. signed a strategic cooperation framework agreement for the financing service in capital market with Rucheng Government. Songhai Securities Co., Ltd. signed a strategic cooperation framework agreement for listing on agency share transfer system of China's medium-sized and small enterprises with Rucheng Jinfeng Poultry Co., Ltd. 1.871billion yuan agreements were signed among 6 commercial banks and 16 enterprises of Rucheng county at the ceremony.
