It was reported that Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City led an investigation team to visit Liangtian town of Suxian district on June 13, 2014. Qu emphasized that the key point concerned for the construction work was to upgrade its level with local unique features

Qu and his team investigated some projects construction sites as Aoma new construction material, upgrading of streets’ landscapes and roads, Taian smart stereo garage, Liangtian square, and etc. Qu required that all the projects’plans should be figured out on the basis of local practical condition, so the construction units could make the plans to be true by handling careful, high-standard and high-level requirements construction work. Qu also asked that the construction units should promote the projects construction scientifically under current good weather. He required that better study, planning and propaganda work should be strengthened on the application of stereo garage.

A symposium was held after Qu’s on-site investigation. Both Suxian district and Liangtian town delivered their working reports on the small-town construction there. Qu highly affirmed the achievements reached by Liangtian town on the upgrading of town’s image and industrial development from the end of last year. He required local government should solve some problems as the disjunction of construction and planning, inharmonious streets’ landscapes, and etc. to accelerate the projects construction.

Qu also stated that the core and key point of new urbanization were people-oriented and upgrading of quality. The promotion of small town construction should be improved with the upgrading of planning, implementation of “great-cross” town cluster development plan, and connecting of some plans as land utilization, town construction, and etc. to ensure all work to meet the general requirements of Chenzhou city well and reach the goal of upgrading. The upgrading should be improved on the basis of perfect of infrastructure construction, such as the infrastructures of water, road, gas, pipeline, and other networks, renovation of shantytowns, and preliminary work on renovation of Shigaitang- Liangtian section of 107 national road. The upgrading should be improved with the upgrading of industry as well, especially the upgrading of traditional advantageous industries and promotion of modern service industry and new emerging industry. The upgrading should be improved with the enhancement of public service, such as the improvement of public sanitary, education, culture and other social industries. The upgrading should also be promoted with the ecological construction and environment renovation to grant people with better living condition. Furthermore, special attention should be placed on the discovery and protection of historic cultures to upgrade the town’s level.

Qu emphasized that innovative reforms should be carried out to solve the problems as capital, land, talent, and etc. hindered on the way of the town’s further development.
