An investigation team led by Xie Jianhui- Secretary of Party Group and Director of Hunan Provincial Development and Reform Commission visited Chenzhou city on June 24, 2014 to check its economic and social development and projects construction. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City attended relative activities.

Though under the downstream pressure of domestic economy, the increase rates for GDP, added value of scaled industry, investment, import and export, and etc. were with lower than last year, Chenzhou city’s economy was kept to be improved steadily. 58.86billion yuan fixed asset investment has been done in Chenzhou city in the first 5 months of 2014 with an increase of 25.2%, ranking the second place of Hunan province. Its increase rate was marked the 4th place which was with a chain growth of 18.2%.
Xie Jianhui and her team visited Guiyang Xiangnan Trading Logistics Park, Guiyang Industrial Park, Baoshan National Mine Park, and some construction sites of culture, sports, and education projects. A symposium was held afterward. Xie stated that Chenzhou city’s economy was kept to be improved steadily with sound development of key projects and good effects of reform, which played a good role as the bridgehead of Hunan undertaking industrial transfer and opening up.

Eight key points, such as decentralizing some economic and social administration authorities for Chenzhou city, obtaining the policies of former central soviet area joint area for Chenzhou city, listing Chenzhou city as pilot of national comprehensive reform of service industry, giving priority of setting natural gas pipeline from Hengyang city to Chenzhou city or decentralizing the construction authorities of this project for Chenzhou city, supporting the construction of Shenhua Chenzhou heat-engine plant project, supporting Chenzhou city’s transportation infrastructure construction, expanding the renovation areas of stony desertification in Chenzhou city and placing more investment on the Oucai reservoir project of Guidong county were listed by Chenzhou government on the symposium. Xie confirmed that Hunan Provincial DRC would take active actions to grant more favorable policies and capitals support for promoting Chenzhou city’s projects construction. She also encouraged Chenzhou city to figure out more strategies to play the best roles of Chenzhou city’s advantages and solve its problems accordingly.

Qu Hai stated that as the “south gate” of Hunan province and forefront of Hunan provincial reform and opening up, Chenzhou city was improved better with more chances, but there were still some problems as lacking of key projects, weak advantageous industry, high pressure of ecological environment protection, and etc. hindered on its way of further development, which eagerly needed Hunan Provincial DRC’s supports.

Li Pingyi- Member of Chenzhou Municipal Party Committee Standing Committee and First Deputy Mayor of Chenzhou City accompanied Xie with this investigation as well.
