It was reported that promotion conference for comprehensive deepening reform was held in Chenzhou city. It was emphasized on the conference, all departments should unify the idea to implement the deployments of the central government, Hunan provincial government and Chenzhou municipal government and try first to handle the deepening reform to promote Chenzhou city’s take-off. Xiang Lili- Secretary of Chenzhou Municipal Party Committee delivered an important speech on the conference. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City hosted the conference.

Chenzhou Municipal Party Committee paid high attention on actively handling out the deepening reform after the central government and Hunan provincial government released the deployment. “Comments on implementing comprehensive deepening reform”worked out Chenzhou municipal party committee and implementation solutions and the key points for 2014 reform figured out by 7 special reform groups formed the key file system for Chenzhou city’s reform. Chenzhou city was one of the first cities of Hunan province who worked out the reform files in soonest time.

Xiang stated that the senses of mission, responsibility and urgency should be enhanced for handling the reform. All departments should take active actions on this new round of reform. More courage should be placed on reaching more breakthroughs of reform with opening ideas; better reform work should be handled out by studying more; better chances should be seized to handle the reform firstly on the basis of Chenzhou city’s practical condition; and better implementation work should be placed on the reform by focusing on the targets.

Xiang Lili pointed out that all departments should get the good understanding of comprehensive deepening reform’s general requirement and deployment. The general guiding ideologies for comprehensive deepening reform was focusing on the target to promote Chenzhou city to be an international, modern and opening city by studying the spirit of speeches delivered by Secretary General Xi Jinping, implementing relative requirements, deepening the reforms of economy, politics, culture, society, ecological civilization and the Party’s construction, and freeing minds to upgrade social productive forces. The fundamental principals were to follow correct direct, keep with problem-oriented base, keep trying first and keep benefiting people. Generally speaking, all work should be carried out by focusing on reform of the economic system and balancing the relationship of government and market.
