It was learned from “solution on accelerating water ecological civilization construction” issued by Chenzhou Municipal Party Committee and Chenzhou Government, Chenzhou city aimed to be established as national water ecological civilization demonstration city in 2020.

Focusing on the target to establish “famous landscape city, beautiful Chenzhou city”, Chenzhou city tried great efforts on forming a greening and ecological landscape pattern and upgrading key water regions and waterfronts to be safe flood control belt, beautiful scenery belt, glorious industrial belt, and harmonious homeland. It was required that the construction work for the water ecological civilization pilot city should be finished in 2016.

A planning called “one core, two galleries, four poles and multiple joints”would be followed to carry out the water ecological civilization construction. One core referred to the urban central area where would be constructed as the core area of water ecological civilization and would focus on “5 rivers, 11 lakes and 10 reservoirs”construction. 5 rivers were for Chenjiang river, Tongxin river, Yanquan river, Donghe river, Zhongxi river (Xihe river in the east of Chenzhou city). 11 lakes were for Beihu lake, Ailian lake, Nanhu lake, Wangxian lake, Suxian lake, Luoxian lake, Xihu lake, Donghu lake, Liuxin lake, Jintian lake and Jinyin lake. 10 reservoirs were for Xianling reservoir, Siqing reservoir, Gaofeng reservoir, Shanhe reservoir, Jiangyuan reservoir, Zhaojia reservoir, Longtan reservoir, Leixi reservoir, Dongbo reservoir and Guanshandong reservoir.

“Four galleries and four poles” referred to “Chenzigui-Chenyongyi”great cross town cluster where would be constructed as the key area for ecological civilization construction and would focus on accelerating the ecological civilization construction for “one axis, three landscape belts, two wetlands and ten areas”. One axis referred to the landscape axis of Leishui Dongjiang river- Cuijiang river- Bianjiang river. Three landscape belts referred to the river’s landscapes of Chenjiang river, Xihe river and Chonglingjiang river. Two wetlands referred to the wetland parks of Dongjiang lake and Chongliangjiang. Ten areas referred to the ten lakes in urban central area, Longlv and heaven hot spring area, Huatang- Xiaobu area, Xianling lake-Siqing lake area, Donghe lake- Longtan lake area, Feitian mountain new district area, waterfront area of Guiyang urban area, waterfront area of Zixing urban area, and waterfront area of Yongxing urban area and waterfront area of Yizhang urban area.

Multiple joints referred to the hot areas for water ecological civilization construction in the towns and villages of Chenzhou city where would focus on the construction of “one axis & five landscape belts, and 100 scenic spots for 10 cities”. One axis & five landscape belts referred to the ecological axis formed by the main water system of Dongjiang river and landscapes of Chongling river, Wujiang river, Chenjiang river, Xihe river and Yongjiang river. 100 scenic spots for 10 cities referred to the 100 water ecological landscape projects which would be constructed in the Chenzhou urban central area and 9 counties (cities) of Chenzhou city on the basis of local water resources as river, reservoir, lake, hot spring, and etc.

According to the targets, 6 projects as water source protection, resource utilization of rain and flood, renovation of water environment, development of geothermal water, improvement of water efficiency, and water landscapes construction would be highlighted by Chenzhou city. An assessment mechanism coring with strict water resources administrative system would be established in Chenzhou city as well. It was purposely to support the sustainable development of Chenzhou city’s economy and society with the sustainable utilization of water resources.
