A saying as “science and technology constitute the primary productive force” significantly showed its effectiveness in Chenzhou city again. It was introduced by the principal of Chenzhou Science and Technology Bureau that 12 enterprises of Chenzhou city were identified as national high-tech enterprises in the first half year of 2014. Till now, there were 64 high-tech enterprises available in Chenzhou city. The total volume of all the high-tech enterprises hit 39.33billion yuan in the first half year, up 18.4%.

Chenzhou city placed more attention on the improvement of electronic information industrial cluster with key point of LED and improvement of non-ferrous deep processing innovative industrial cluster. Rare and precious metals and LED innovative industrial cluster past the approval of Hunan Provincial Science and Technology Institute and now were proceed to the establishment of production-university-research cooperation league of rare and precious metals.

Furthermore, a special fund amounted with one million yuan capitals for industrialization of patent was set in Chenzhou city as well. Reform for the support of technological projects was handled out in Chenzhou city firstly in Hunan province. 56 scientific and technological projects were submitted for national and Hunan provincial financial support. “Technological breakthrough for the key technology of housing robot” submitted by Grand company has been past the preliminary approval of national support. Some other project listed by Gospell and some other companies achieved different results on applying Hunan provincial support.

Furthermore, more breakthroughs were achieved by the construction of Chenzhou scientific and technological innovation platform. Different projects as “Chenzhou university students’imbark base”, “Zhongshan University incubator”, “international enterprises incubator” , and etc. were launched one after another, which were purposely to form an incubator base of production-university-research-enterprises-administration cooperation. “Appraisal solution on patent awards” was issued in Chenzhou city as well and the first Chenzhou municipal patent selection activity was held there. 2 patent projects were enrolled into Hunan scientific and technological award. Chenzhou Application Technology Institute guided the university and enterprises to work together. Till now, 71 scientific and technological platforms were available in Chenzhou city. 8 of them were for public innovation service platforms, 52 were for technological innovation platforms and 11 were for comprehensive information service platforms of districts.

Many farmers benefited from the agricultural technology innovation. 32 scientific special commissioners were dispatched from sub-ordinate department of Chenzhou government to promote the scientific projects. “Standard production technology’s promotion and application of south pear”, “cultivation and promotion of high grade disease-resistant pig”, and “Beihu district’s promotion of comprehensive technology of fish cultivation in field” were obtained the support as special project. 300-mu afforestation work for first phase of barren mountain afforestation project with fast-growing bamboo which was promoted in Maoping village, Qili town, Zixing city has been fulfilled yet. Over 100 families around the village joined in this project.
