From the beginning of 2014, Chenzhou Finance Bureau placed more attention on the review of projects with financial investment to save the cost from the very beginning. According to the data, 194 projects were reviewed by Chenzhou Finance Bureau with total amount of 1.37billion yuan. Finally, 960million yuan was approved, while 410million yuan was saved from the review process with a decreasing rate of 29.7%.

In order to fully play the role of limited finance, Chenzhou Finance Bureau listed projects of infrastructure construction, greening, urban administration, land rearrangement, water conservancy, and etc. into its review work. Per some projects without budget, they would be forbidden to handle bid work. Per some projects haven’t settled accounts, they would not be issued with funds. Furthermore, the staffs who handled the review issues would fully monitor the capitals’operation in the whole process from project approachment, budget review, procurement bidding, implementation, and account settlement.

In order to avoid that some construction units would submit a higher price for the project materials, Chenzhou Finance Bureau established a price database to collect the price information by consulting online, investigating market, and sharing data with other cities. It was required that all budget concerned for the material prices would not be higher than the basic price level of the database. Concerned for the verification of project amount, the staffs of Chenzhou Finance Bureau would go to the construction site to ensure all details were truly measured on practical condition.

Furthermore, the review team with professional certified public accountants, engineers and budgeters was formed by Chenzhou Finance Bureau, who developed software of review management to handle relative work. A strict accountability system was figured out as well to ensure the quality of the review work.
