It was reported the Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City investigated Dongjiang diversion project on August 13, 2014. Qu required that enhanced work on the preparation issues should be carried out to try to launch the project in late September and grant people with high quality water sooner.

Qu Hai checked the exit of diversion tunnel and water plant of Dongjiang diversion project which were located on the back mountain of Xinghong village, Dongjiang sub-district, Zixing city. It was introduced that the diversion project has been approved by Hunan Provincial Reform and Development Commission and some other work as reports formation on energy saving evaluation, water & soil conservation, expert evaluation, administrative examination and approval, measurement, geological prospecting, land acquisition for water plant, and etc. have been finished as well.

The water plant was selected to be located in a place where was with sound ecological condition and beautiful scenery. Qu asked the principal of Hunan Chendian International Development Share-holding Limited Company that the plant should be constructed as a scenery spot with scientific planning and design to match the environment condition around there. Qu also said Zixing city should seize the chance of the project construction to handle the protection and development of local ecological tourism resources and industry; should further promote the comprehensive renovation of rural environment to regulate the rural housing, improve rural image and sanitary condition; and should enhance the propaganda work to get the support from local people.

Qu stated that “two supplies and two renovations” was the key content for the promotion of new style urbanization and was one of key works concerned by Hunan Provincial Party Committee and Hunan Government for it was concerned for the vital interests of the masses. By implementing Dongjiang diversion project, Chenzhou city’s water supply condition could be improved greatly, so Chenzhou Government placed the project as the “top issue”. All departments should pay high attention on the improvement of the project and should work together to serve for the project. The cadres and people of the project’s area should actively cooperate with each other to grant the project with sound construction condition.

Qu emphasized that the project owners should accelerate the preliminary work to finish the collection of capitals, land acquisition, and etc. sooner and launch the project sooner. The project should be handled with reasonable planning and design to protect the road pavement of Chenzhou Avenue and ecological greening belts along the project.
Qu Hai visited Xinghong Community Service Center to learn more details of the village level’s organization construction, development of collective economy, new rural cooperative medical system, new rural social insurance, and etc. Qu required that more efforts should be tried on the improvement of above work to improve people’s living condition and promote the new rural construction.
