It was learned that some merchants who placed investment in Chenzhou city talked with Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City about their difficulties as land requisition, removal of rod lines, and etc. on the promotion of projects construction when Qu investigated Guangdong province. A special investigation trip was held by Qu Hai after he came back to Chenzhou city and required that all departments should work together to solve the problems the investors mentioned and grant them with sound projects construction condition to accelerate the construction process.

Qu Hai investigated Gaobi Market, Xiangnan Electromechanical and Construction Material City, Wanhua Auto City, Agile ecological small town and some other projects. On learning that the problems mentioned by the investors truly affect the progress of the projects construction, Qu asked the principals of relative departments and districts to solve the problems on due time.

Qu stated that Gaobi Market, Xiangnan Electromechanical and Construction Material City, and Wanhua Auto City were the key infrastructure projects which would significantly helped to perfect the market system, promote the removal of Beihu Market and Majiaping Market, and promote the upgrading of the city’s level. So all the relative departments should work together to finish the land requisition, removal of rod lines, land leasing and other work sooner to promote the projects construction. Qu also required that the investor of Wanhua Auto City should introduce the advanced management and marketing experience of Shenzhen into the city, while the department of transportation police should carry out some “one-stop” service in the market. It was purposely to forge the auto city to be a regional auto market with great radiation and driving forces. Concerned for the Agile ecological small town project, Qu required that more advanced concepts and experience should be introduced by the investors to upgrade the ecological small town to be with its unique features and high level.

Qu emphasized that all the departments should well implement their duties to solve the problems hindered on the way of the promotion of projects. At the mean time, the police security departments should handle out some special actions to minimize the construction condition, especially stroke some illegal behaviors badly affected the construction. Furthermore, discipline inspection and supervision departments should combine the minimization of environment with the working style construction to punish the units and individuals who not well play their roles by special investigations. The media units should play their roles on the supervision by public opinions.

Concerned for the projects lacking of planning, capitals, construction organization, and etc., Qu stated that all should be carried out with specified planning and schedule, and should be finished sooner to contribute more to promote Chenzhou city’s economic development. All the principals of the projects expressed their determinations to accelerate the projects construction by placing more working forces, materials and capitals on the projects.
