It was reported that the impoundment ceremony for Guidong Ou'Cai reservoir was held on August 21,2014. Shou Jianzhong- Member of Chenzhou Municipal Party Committee Standing Committee and Secretary-general of Chenzhou Government attended the ceremony.

Oucai reservoir was located in Oujiang town of Guidong county and the upstream of Luishui river, which was mainly used for flood control and irrigation. This 186-million-yuan invested medium-sized water conservancy project was with the functions of electricity supply and generating, ecological tourism, and etc., and with the storage capacity of 10.38million cubic meters. Once finished, it would be helpful to upgrade Guidong county's flood control standard from 20years to 50years.

Oucai reservoir's application and approval work was finished within just 2years. It was the one with the fastest improvement among the 8 medium-sized reservoirs which were under construction in Hunan province. It became an example of Hunan province similar projects on both promotion speed and quality control level. It indicated Guidong speed.

Now the reservoir was placed to operation, which would be greatly help to improve the ecological condition of Dongjiang river's upstream, upgrade Guidong county's flood control capacity, improve Guidong county's comprehensive agricultural production condition, and lay solid foundation for Guidong county's promotion of modern agriculture. At the meantime. It would be helpful to promote Guidong county's ecological civilization construction, accelerate its overall development of urban and rural areas and provide important support for Guidong county's leaping development of society and economy.
