Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City investigated environment protection and safety production work of Dongjiang lake on August 25, 2014. Qu stated that the protection work should be promoted with the high level awareness of politics, overall situation and strategy. All relative departments should fight for keeping this beautiful “sapphire”- Dongjiang lake inlayed in south of Hunan province.

Qu and his investigation team started their trip from Dongjiang dam by ship and visited Nuanshui of Rucheng county, Huangcao of Zixing city and some other water areas’ environment protection and safety production work. A symposium was held afterward. The attendants shared their ideas with each other there and presented series comments and suggestions as well.

Qu said the protection of Dongjiang lake was a legal obligation, political task and strategic project that concerned for overall situation. It was a hard task with heavy duty. All work should be comprehensively carried out on the basis of law, guided by government and promoted with all efforts of the society. Focusing on following three base lines: general water quality should be superior to Class II, the first-class reservation area should be kept Class I level, and the water entered into the lake should be kept Class III level, all departments should fight for the target to eliminate all risks for Dongjiang lake’s water environment, recover the mining ecology, and increase the forest coverage along the area with a rate of 2% in three years. 

Qu stated that more strict responsibility system should be implemented accordingly. All governments, departments, enterprises, and the public should take active behaviors to carry out relative work and fulfill the specified work.

Qu emphasized key work should be highlighted. All the protection work should be carried out with development by changing the concepts; better source control work should be handled out to work well on the treatment of environment of the area, villages, ships, rivers, and etc.; enhanced work on the treatment of heavy metal pollution and key areas; better ecological protection work should be promoted by planting trees, closing hillsides for afforestation, adjusting the forest structure, and etc.; the projects should be promoted rapidly; people’s well-being condition should be upgraded by promoting the industrial transfer in the area; enhanced enforcement work should be carried out to protect the environment; better supervision work should be handled out as well; safety work should be highlighted; more specified punishment and rewards mechanism should be figured out; and more innovative system should be worked out to form a long term protection system.
