A report on the performance of 2013 annual energy-saving targets was issued by energy-saving office of Chenzhou energy conservation and emission reduction leading group recently. According to the report, Chenzhou city and its 11 cities and counties overfulfilled the annual targets.
Followed the assessment solutions of Hunan province and Chenzhou city, Hunan provincial government evaluation group confirmed that the energy consumptions per GDP decreased 4.62% which was higher than annual target of 3.7%. Due to that forceful behavior, the group evaluated Chenzhou city with the grade of “overfulfillment”. Chenzhou municipal government energy-saving evaluation group took on-site evaluation for its 11 cities and counties’ 2013 energy saving performance and implementation of energy-saving measures, and evaluated Zixing city, Beihu district, Jiahe county and Rucheng county with the grade of “overfulfillment”, while Guiyang county, Suxian district, Yizhang county, Yongxing county, Linwu county, Anren county and Guidong county with the grade of “fulfillment”.
According to “implementation solution of Chenzhou city’s ‘twelfth five-year’energy saving”, the target of Chenzhou city’s energy consumptions per GDP was to decrease 17%. From 2011-2013, it decreased 16.51%, accounting for 97.12% of the target. All 11 cities and counties of Chenzhou city finished 80% of their targets, which was higher than their schedules of 60%. If followed with this progress, the target of “twelfth five-year” plan can be finished in 2014, which would be one year before the time schedule.
