Series report for Chenzhou city’s establishment of national civilized city III

People are the final beneficiaries of the upgrading of city’s civilization. Chenzhou people took active actions to join in the establishment of national civilized city after tasting the sweetness of the construction. 

A battle of civil participation

It was reported that Wen Shixin fixed the drainage ditch on Xinglong walking street by himself when he saw its overflow on August 26, 2014. Wen said modestly that : “I can also benefit with the sound condition. Now Chenzhou city is on the process of establishment of national civilized city, so all of us should contribute to it with our efforts.”
Hu Youlin who lived in a community of Guoqing north road said to the reporters that the great change for the establishment of national civilized city was that his community became much better than earlier days. That community belongs to a bankrupted enterprise, due to lack of the property management, it was a mess there. Once a fire occurred there, the fire fighting trucks and ambulance cars were blocked outside the community for the irregular parking in the community.

But thanks to the establishment of national civilized city, the supporting unit helped Hu’s community to establish a owners committee to manage relative issues. Unified laundry racks, trash bins, parking slots, and etc. were set in the community. Furthermore, road surface was rebuilt and some trees were planted there to make the environment be better. “Honestly speaking, at the very first beginning, all of the residents just considered that behaviors would not last for a long term. But now because it really helped to upgrade residents daily life condition, all are willing to protect the results.”

A well-being project runs in silence

The establishment of national civilized city was launched five years ago. Followed the concept of being a“well-being project” and “sharing establishment results with people”, Chenzhou city carried out the establishment work with the improvement of well-being condition, which well met people’s demands and improved the establishment project to be a real well-being project.

33,000 suits of “two houses and two shanty towns” (public rental housing and rural dangerous housing, and city shanty town and industrial & mining shanty town) were started to be constructed in Chenzhou city, 27,800 of which have been finished yet. 8000 families were issued with the subsidies of low-renting housing and 35,100 families of urban area which were with low-income were supported with houses. 24 “villages in the city” were reconstructed. 49 home-based care service stations of communities were built. 27,900 education vacancies were available for the nine-year compulsory education and 7 new public kindergartens were constructed in Chenzhou city as well.93 waste transfer stations and 215 public toilets were facilitated in Chenzhou city. Direct drinking water supply project has been completed. Sanitation facilities and signs were facilitated well. The harmless processing rate for the household refuse and feces were 100% and 90.22% respectively.

The highest value orientation was to satisfy people’s demands. Series well-being projects carried out in Chenzhou well met Chenzhou people’s demands on education, culture, sanitation, sports, housing and etc., which greatly helped to improve the establishment work’s effects.

A civilized journey by heart

Concerned for Chenzhou city, the establishment of national civilized city was to change the city significantly. Concerned for Chenzhou people, it was a civilized journey by heart which enhanced their sense of identity, belonging and proud.

“We are much happier as a Chenzhou citizen.” said Wu Yingcai who was impressed by the great upgrading of people’s quality after carrying out the establishment work. “It became a habit for Chenzhou people to offer their seats to people in need, which was seldom to see in earlier days. The uncivilized behaviors as crossing the road when the light was red was much less. Furthermore, neighborhood was much more harmonious. ”

Lei Liangyu- a retired teacher noticed that: “it was used to throw rubbishes when people walked on Xinglong walking street, but now it was seldom to see. The walking street became much more tidy up and clearer. My children who worked in Shenzhen and Chengdu were surprised to find the great changes of Chenzhou city in recent years when they came back to hometown during the festivals. Actually, all were the good results for the establishment of national civilized city.”

It was an endless trip for the establishment work. Just as some Chenzhou citizens said they never experienced such a long-term activity as the establishment of national civilized city which significantly changed people’s daily life from many details as material, spirit, economy, politics, city’s image and people’s life. Chenzhou city was kept to be improved better along with the establishment work, and Chenzhou people followed the same pace of the city.
