It was learned from Chenzhou Housing Authority that the operation rate for Chenzhou city’s affordable housing projects was 100%, ranking the top place of Hunan province. 

Affordable housing projects were kept as one of the most important agendas in Chenzhou city from the beginning of 2014. A special leading group was set by Chenzhou government to monitor the projects issues. A staff was dispatched to work on the authority. Executive meetings, Mayor’s meetings, special schedulings, and etc. were held in Chenzhou city to solve the problems as “two houses and two shanty towns”, land, capital, procedure, and others. Some favorable policies were issued to promote the improvement of the projects. Concerned for the capitals, different innovative measures were handled out to attract more investments gathered there. It was learned that 1.1billion yuan central government and Hunan provincial government’s subsidies and 60million yuan Chenzhou municipal level financial capitals have been in place.

In order to promote the projects construction, Chenzhou Housing Authority forcefully implemented “efficient project”. The affordable project was covered into the assessment of “100 well-being projects”, government performance appraisal, and was carried out as “one-vote veto”, which intensified the assessment level. Followed the general concept to prepare everything firstly and fulfill the target in advance, all departments of Chenzhou city worked together to promote it rapidly. 7 municipal level projects were launched in the first half year of 2014, including the first housing industrialization project- Dongchengjiayuan. A patrol mechanism was carried out as well to monitor the projects construction. Special supervision letters were sent to the counties and districts which promoted the projects slowly. All the measures helped to ensure all the affordable projects to be handled out well.
