“Implementation solution for Chenzhou city’s urban green shade action” (short for “the solution”) was issued by Chenzhou government on September 3, 2014, which upgrade the targets for ecological civilization construction.

There were following “six projects” for the urban green shade action: urban alameda and greenway construction, park and square’s shadeway scenery construction, greening construction of the units’ courtyards, shadeway parking lot construction, vertical planting construction, and recovery project for the mountain and water system ecology.

As required by “the solution”, more efforts should be tried on the road greening to build the urban alameda system and greenway system. It aimed to begin to take the shape of alameda system in 2015 and the alameda covers 70% of all roads. “Three vertical and two horizontal” urban greenway construction should be finished in 2015 as well, which helped to establish the main frame of urban greenway system. Till 2020, urban alameda system should be fulfilled with the alameda rate of 75% and the urban greenway system should be upgraded to “six vertical and six horizontal” level with complete supporting infrastructures.

The greening work for parks and gardens should be enhanced as well to build the shadeway square. It aimed to reach the target of per capita greening land of 11.15square meters/person and 60% rate of shadeway square in 2015, while 12.5 square meters/person and 65% rate in 2020.

Units courtyards greening work should be enhanced as well to build the shadeway community. It was required to upgrade the rate of urban shadeway community and courtyard to be over 50%, rate of Hunan provincial garden units (communities) to be over 45% and rate of greening wall to be 70% in 2015, while the three indexes to be 60%, 50% and 75% respectively in 2020.

Greening work on parking lots should be improved to build the shadeway parking lot. The rate of shadeway lot should be over 60% and 65% till 2015 and 2020 respectively.

The vertical planting should be promoted to enrich the urban scenery space. It aimed to cover 10% and 15% of the urban buildings’ exterior walls till 2015 and 2020.

Greening work on mountain and water systems should be promoted to protect natural ecology. It was required to be no barren mountain till 2015 and the results on recovery of ecology of rivers, mountains and waters should be fully consolidated.
