It was reported that the 2015 first plenary session of Chenzhou Urban and Rural Planning Committee was held in Chenzhou city on February 13,2015. Xiang Lili emphasized that five requirements as"accurate, dedicate, fine, simple and boutique" should be fully implemented and the leading role of planning should be well played to improve Chenzhou to be an international modern and open city. Qu Hai-Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City hosted the conference.

On the conference, it reviewed last three years' work handled out by the committee, discussed future plan, checked and approved the three plans as the general plan for Chenzhou Feitian Mountain Landscape, design for Chennan Avenue, and the extension project of Chenzhou Renmin road east. The principals of the committee presented some comments on the plans.

After listening to the reports delivered by the attendants, Xiang Lili highly affirmed the achievements gained by the committee on the basis of the requirements figured out by Chenzhou Municipal Party Committee and Chenzhou Government. Xiang required, the five requirements should be fully implemented and the leading role of planning should be well played. Planning played a very important role on reaching such great results in Chenzhou city in recent years. More attention should be placed on figuring profound and comprehensive rural planning to promote the overall development of urban and rural areas.

Xiang required that "four keeps" should be followed to figure out the planning. First, the format of urban and rural planning should be kept. It was more practical for Chenzhou city to be improved with groups. Second, the principals on the management of planning should be kept. Ecological greening land, greening line, greening channel, and water resource of mountain should be protected. The key work for this year is to handle the greening work for the removed walls. Third, the concept on boutique construction should be kept being highlighted. Series boutiques should be established in Chenzhou city to improve Chenzhou city to be an international modern and open city. Fourth, the high standards on the city management. Actually management plays more important role for the city compared with construction. Enhanced management for people and improvement of city function should be handled on the process of planning to upgrade Chenzhou's image and level.

Concerned for the design of planning, Xiang Lili stated that the general plan for Feitian Mountain Landscape should take overall consideration of the tourism resources and items of the counties around the area, and the repeated construction are forbidden. Ecological natural landscapes should be highlighted, while the man-made ones should be deducted. It was purposely to forge Feitian mountain to be a top level landscape nationwide even worldwide. Chennan Avenue and the extension project of Chenzhou Renmin road east should be further proved and carried out with sound condition.

Qu stated that the integration of urban and rural area should be enhanced to promote the overall development of urban and rural areas. It aimed to forge the Chenzigui- Chenyongyi "great cross” town cluster to be a national influential group town cluster and the new economic growth pole of Hunan province with proper guidance. The principal of people-oriented should be enhanced to upgrade the undertaking capacity of city life. Three dimensional transportation network and underground pipe network should be further perfected and optimized with the fine and convenient requirements. Ecological environmental protection should be enhanced to build "city in the forest". The "new three establishments" should be well followed to popularize Chenzhou city's name card of sound ecological environment. The cultural heritage work should be well enhanced to show the city's features. Boutique planning should be enhanced to upgrade the city level. "Five requirements" should be followed to forge the boutique of city construction and upgrade the construction quality of Chenzhou city. International concept should be enhanced to accelerate the two city construction.
