It was reported that the working conference for monitoring of state-owned capitals, reform of state-owned enterprises and docking with central enterprises & party construction of state-owned enterprises was held in Chenzhou city on March 11, 2015. As required on the conference, new progress on reform and development of state-owned capitals and enterprises and docking with central enterprises should be gained by Chenzhou city by adapting to the New Normal, centering with upgrading of quality and effectiveness of development, following the main line of transformation of modes and adjustment of structures, driving with reform and innovation, supporting with optimization of monitoring and service, and enhancing the party construction of the state-owned enterprises.

In recent years, the deepening reform state-owned enterprises were promoted steadily in Chenzhou city and some achievements on separating enterprises from administration, solving leftover problems of last round restructuring of enterprises, and etc. In 2014, 70.66million yuan earnings of state-owned capitals were submitted to Chenzhou municipal finance, which well played the state-owned capitals’function of compensation for public fiscal. Concerned for the docking with central enterprises, 4 new agreements covered with 3.15billion yuan investment were signed and settled in Chenzhou city; one more central enterprise placed its investment on Chenzhou city; and 30 state-owned enterprises settled their offices in Chenzhou city.

As stated on the conference, the work on state-owned enterprises and capitals should keep the general tone of “stable progress, transformation development, upgrading of quality and effectiveness”; and should adapt to the New Normal and melt into the New Normal to set up modernized enterprise system, carry out safety production and environmental protection, and keep improving the state-owned enterprises of Chenzhou city. The pertinence and effectiveness of docking with central enterprises should be upgraded by carrying out series docking activities and optimizing docking condition. At the meantime, the party construction work on the state-owned enterprises should be enhanced as well by improving the grass-roots organizational construction and implementing responsibility of the party construction.
