It was learned from Chenzhou Finance Bureau that Chenzhou city kept placing the improvement of well being on the priority of public finance. The total fiscal expenditure of well being hit 26.15billion yuan, covering 74% of the total budget of public finance with an increase of 18.7%.
In 2014, followed the principals of capital arrangement that“giving priority to operation, well-being and Chenzhou Municipal Party Committee and Chenzhou Government’s significant decisions, promoting economic development”, Chenzhou financial departments kept placing more funds on rural grass-roots, well-being projects and social programs. The fiscal expenditures placed on education, social insurance and employment, forestry, public health and family planning, housing security, transportation, cultural education and media, scientific technology and other well-being fields were amounted to 6.44billion yuan, 4.32billion yuan, 4.308billion yuan, 2.9billion yuan, 1.92billion yuan, 1.415billion yuan, 590million yuan and 440million yuan respectively.
According to the statistics, 19.67billion yuan were collected by Chenzhou city in 2014, which helped to ensure the “100 well-being projects” to be fulfilled successfully; 12 new projects for the expansion of central urban education were launched which helped to provide 19,800 more education vacancies of compulsory education; 1.51billion yuan central and Hunan provincial government’s subsidies for indemnificatory housing were obtained to handle the construction of 29,630 suits of security housing; 280million yuan employment subsidies of central and Hunan provincial government were issued to build 14 Hunan provincial and Chenzhou municipal level entrepreneurship incubation bases; 568million yuan funds were collected to promote reform of medical and health system with the key point of pilot of medical insurance for serious illnesses; 37.50million yuan were issued to purchase 260 gas public buses; 1.35billion yuan subsidies were issued to 52 projects via “one-card” favorable subsides of rural issues; and 150million yuan were collected to support Chenzhou city to be established as “national forest city” successfully. Furthermore, the standards of subsidies for social security were fully upgraded, such as per capita subsidy of new rural cooperative medical system and medical insurance for urban residents were upgraded from 200yuan to 320yuan; minimum living standard of urban and rural areas were upgraded to 332yuan/person-month and 171yuan/person-month respectively; the total amount for rural“five guarantees” people was increased to 2640yuan/person-year; the basic pension for enterprise retirees were kept increasing for 10 years, and so on. All of those greatly helped to upgrade the living condition of Chenzhou people.
