Working conference for Chenzhou city’s improvement of open economy was held on March 18, 2015. Xiang Lili- Secretary of Chenzhou Municipal Party Committee required on the conference that reform and opening up should be kept as the fundamental power for development, should be kept with strategic concentration, should be created with more advantages, and should be kept at the forefront of Hunan province. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City hosted the conference.

In 2014, efficient achievements were gained on Chenzhou open economy, which help it to be placed on “first phalanx” of Hunan province. The target set for 2015 was to keep at the forefront of Hunan province and ensure all indexes as actual use of foreign capitals, paid-in domestic capitals, total volume of foreign trade, processing trade, and etc. to be kept at the forefront of Hunan province as well.

Xiang stated that it was a new start for Chenzhou city. The New Normal of economic development, deepening reform and regional cooperation were with more chances and challenges for Chenzhou city. It should seize the chance, keep the strategic concentration and create more advantages. It should create more advantages based on the location, expand the location advantage of near to “Pearl River Delta”, and take active actions to melt into the development of great Pearl River Delta and reach higher level cooperation by seizing the chance of establishment of pilot of open cooperation between Hunan and Guangdong province. It should create more advantage based on platforms. Chenzhou city is with the most and best platforms compared with same level cities in central and western regions of China, so it should take best advantages of the platforms and policies, especially the approval of national high-tech industrial zone to upgrade higher level opening up. It should create more advantages based on environment by optimizing the comprehensive environment and upgrading Chenzhou city’s image and attractiveness. It should create more advantages based on reform. Deepening reform and expansion of opening up should be connected closely, and the new system of open economy should be established based on deepening reform, which was purposely to create the effective bonus of system and reform.

Xiang required that the mineral expo should be well handled to accelerate the progress of Chenzhou city’s internationalization. Xiang said that an expo can be helpful to establish an international city, create an international brand and upgrade the international quality of a city. It would be a remarkable issue for Chenzhou city’s open up and a milestone for Chenzhou city’s integration and progress of internationalization by handling the expo successfully. Chenzhou should well seize the chance to promote the mineral expo to be an international brand of it, and should improve the friendly relationships with some countries and regions which are similar or complementary to Chenzhou city’s conditions on resources and industries, which were purposely to form the new advantages for Chenzhou city to join in international economic cooperation and competitiveness.

Xiang emphasized that it is the best feature and the best advantage for Chenzhou city to promote open up by reform and to promote reform by open up. It should keep promoting reform by establishing the new system of open economy, especially on the promotion of reform of trade facilitation and custom clearance; should keep upgrading the opening up; should highlight the construction of open platforms and perfect the economic structure of open economy; should keep optimizing the investment condition by paying balance attention on the improvement of hardware and software.

Qu Hai emphasized that Chenzhou should take active actions to adopt to and lead the New Normal and promote the upgrading of Chenzhou open economy by changing concepts, adjusting ideas and creating new measures; should promote the combination of higher level opening up and transformation to upgrade and open level and create more open advantages; should figure out the method of opening up and undertaking with Chenzhou features by upgrading traditional advantageous industries and cultivating new emerging industries along with improvement of undertaking industrial transfer; should drive the upgrading of traditional advantageous industries by introducing series of strategic investors, large-scale central enterprises, headquarter economy, and etc. into Chenzhou city; should promote the combination of opening up and reform to improve reform by expanding opening up and create opening up advantages by deepening reform; should upgrade the opening up and development cooperation and optimize the layout of opening up by handling deepening reform and opening up; should place the development of open economy as a national strategy and seize the chance of national construction to perfect the platforms and infrastructure and promote the close combination of promotion of open economy and development regional space.
