In the morning of March 20, 2015, Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City required on his investigation of key projects construction that all projects should be handled out to be high efficient, qualified and honest projects with strong sense of responsibility.

Qu Hai visited the construction sites of “four centers and one hall”, Dongjiang river drinking water project, technical improvement and removal of Chenzhou Tobacco Plant, and etc. on his investigation trip.

Currently, earth-rock engineering, pile foundation engineering, and some other projects have been finished for “four centers and one hall” project, accounting for over 72million yuan investment. “Three supplies and one leveling” project for Dongjiang river drinking water project would be completely finished in the end of this April and the main body project would be launched in this May. The projects for technical improvement and removal of Chenzhou Tobacco Plant were being handled out fluently and its main body project would be started in this September.

Qu stated that in 2014, with all the efforts of the departments and the masses, Chenzhou key projects construction were proceed fluently by conquering different negative factors. Currently, due to the complicated international economic situation, it was a big pressure for Chenzhou city to meet the target of “stable increase” in 2015. As the most important support for stimulating domestic demands and promoting investment, the projects should be handled out firmly.

Qu required that “four centers and one hall” project should keep closer connection with experts of Hunan province to adopt more good suggestions and optimize current designs. All main body projects should be tried to be finished in this August and the decoration work should be started in this October. Concerned for Dongjiang drinking water project, Qu asked it should be perfected with urban, transportation, water conservancy, and urban & rural planning and try to be placed to operation in the end of 2016. It was purposely to solve the drinking water problem of Chenzhou central urban area fundamentally. The preliminary work should be accelerated that all the approval work concerned for the projects construction should be handled out by green channels and more simplified procedures. The organization work should be enhanced to promote the construction units to follow more scientific time schedule and organization force and fully improve the projects construction to well meet the demands of quality, quantity and safety. The coordination work should be promoted that the leaders who were in charge of the projects should take investigation of the project and handle the scheduling work on time; the service work should be optimized to provide better construction condition for the projects; the monitoring of projects quality should be strengthened to finish the projects with high quality; and the punishment and praise work should be handled out well to establish sound construction atmosphere.
