Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City investigated Anren county from March 20-21, 2015. He required that it should follow the guidance of “four comprehensives”, implement the spirit of national“two sessions”, carry forward the spirit of hardworking, contribution and innovation of Shennong culture to fight for better living condition.

In recent years, Anren county seized the chance of development and poverty alleviation policies of Luoxiao mountainous area to promote key projects construction, improve ecological agriculture, ecological tourism industry and some other special industries, and innovate financial service, which helped it to gain great achievements on poverty alleviation and well-off construction.

On his visit of Cichong village of Longhai town which is the “key grain village” of Anren county, Qu Hai was learned from Yang Jigou- Village Secretary of Cichong village that though many grain farmers were cultivated in the village with better income, the cooperative economy of the village is still under poor condition. Qu stated following points to improve cooperative economy: first, construction of grass-roots organizations should be enhanced, especially the leading role of party members on the plowing and plantation to lay solid foundation for the development of cooperative economy; second, more investments should be attracted to operate more village enterprises and provide more job vacancies for local villagers, which are purposely to increase the income of cooperative businesses and local farmers; and third, the favorable policies should be well implemented and the reconstruction work for dangerous houses should be continued to share the development achievements with the masses.

When visited Anren Hanting Ecology Garden, Qu Hai stated that the seedling industry should be improved with specified division and intensive development to avoid damage of original plants and soil erosion caused by extensive development; and the driving effects of industries should be enhanced to share more benefits with the masses.

Qu Hai also investigated Chinese herbal medicine base of Anren XiangZhong Company and concentrate sprout cultivation project of Daqiao village. He said Anren county should place Chinese herbal medicine as a leading and advantageous industry by placing more capitals and policies support on; it should encourage more masses to join in the business via pooling of land, cultivate more leading enterprises and introduce more processing enterprises to extend the industrial chain based on the construction of planting base; it should combine Shennong culture with the Chinese herbal medicine industry and tourism to forge a Chinese herbal medicine fitness and tourism brand; and it should cultivate more new agricultural business entities to promote the agricultural production to be modernized and scaled.

Qu visited Anren Field Park, Wanfu Park and some activities of vernal equinox medicine festival, and planted trees and joined in the opening of cultivation there. Qu required that the spring plowing and water conservancy construction should be well organized under good weather condition and the last one-km channel should be cleared. Qingming festival is coming, the firefighting work should be well prepared and green and civilized praying behaviors should be well propagandized.

On his investigation trip, Qu stated that the driving effects of industries should be kept to improve agriculture industry, increase farmers’ income and optimized the industrial structure; the projects should be promoted to fulfill the targets set for “twelfth five-year”plan and figure out series large and sound projects for “thirteen five-year”plan; the key projects should be handled to promote the great development of optimize urban image and the masses’ living condition; and the main body role and innovation spirit of the masses should be well played to promote Anren county’s poverty alleviation work.
