Over 6.6 Billion Yuan Placed on Well-being Projects in First Quarter of 2015

It was learned from Chenzhou Municipal Finance Bureau that 6.66billion yuan was placed on well-being projects in first quarter of 2015, which was 23.8% higher than last year. Its increasing rate was 15.3% higher than the general public spending. Though the increasing rate for the income of fiscal revenue slowed down, the expenditure on well-being was kept rapid increase in Chenzhou city.

 

From 2015, followed the principals of “giving priority to operation, well-being, major decision of Chenzhou Municipal Party Committee and Chenzhou Government, and promotion and economic and social development”, the capitals were first arranged to the well-being issues. The fiscal expenditure on well-being covered 73.6% of the general public spending, which was 9.3% higher than last year.

 

It was introduced that followed the arrangement of carrying out “great upgrading of well-being”projects confirmed by Chenzhou Municipal Party Committee and Chenzhou Government, the financial departments of Chenzhou city placed much more attention on supporting the construction of qualified compulsory education schools, rural public kindergartens, and government-subsidized housing; took active actions on implementing culture projects; and comprehensively implemented the steady price policy. At the meantime, some well-being security standards were greatly increased, such as the pension of enterprises retirees, minimum level for basic pension of urban and rural residents’ endowment insurance, per capita allowance standard for new rural cooperative medical system and urban residents medical insurance, per capita financial subsidies for essential public health service, and etc.

 

In order to guarantee the capital demands of well-being issue, Chenzhou city well implemented and carried out the frugal policies, for example, the budget on public funds were decreased 5% based on last year’s 20% decreasing, accounting for 37million yuan. From this January to March, over 17.65million yuan three public expenses were saved by Chenzhou city with a decrease rate of 16.1%. Furthermore, more measures were carried out by Chenzhou city to collect more capitals to support and improve well-being projects.
