Promoting Transformation Development of Chenzhou City’s Economy by Enhancing the Awareness of Industry Direction and Integrated Development

Yi Pengfei investigated the reform and development work of Chenzhou city

It was reported that Yi Pengfei- Secretary of Chenzhou Municipal Party Committee visited Chenzhou Reform & Development Committee to investigate the reform and development work of Chenzhou city. Yi stated that all work should be guided with “real thing”to enhance awareness of industry direction and integration development, focus on the projects construction, attract more investment, upgrade efficiency, and improve transformation. All of those were purposely to promote the development of industries and upgrade the real effect, and to promote the transformation development of Chenzhou city’s economy.

From 2015, the investment and projects construction work were being handled well in Chenzhou city. In the first three months of 2015, 29.14billion yuan investment has been finished in Chenzhou city, covering 13.2% of annual task, up 25.2%. The major projects construction and preliminary work were being carried out fluently. At the meantime, the projects approval work was being promoted orderly that major projects list for “thirteen five-year” plan has been taken initial shape and was being proceeded to the joint work.

After learning the details of current reform and development work of Chenzhou city, Yi stated that the planning work should be grasped well to improve development; deeply understanding should be placed on the profound connotation and essential requirement of the New Normal of economy; more attention should be placed on quality and efficiency, rather than just speed; the upgrading should be transformed from expansion of resource and quantity to quality; innovative driving should be turned out from the driving of traditional “three-in-hand”to activate the vitality of market and endogenous power of development; the New Normal should be well adapted to keep balance condition of stable increase and adjustment of structure, cultivate new vitality for economic development; remould the traditional engine with new engine, and mobilize the vigor of society on promotion of development; all work should be based on Chenzhou city’s practical condition, especially on taking the best advantages of current basic condition to enhance the awareness of industry direction and integrated development, and figure out scientific development way; and more efforts should be tried on the development, upgrading and transformation of industry to promote the real benefits of industrial development, increase people’s income and fiscal revenue, and ensure the coordinate and sustainable development.

Yi said, projects construction and investment should be grasped well. Project construction should become a normal situation, a consensus and a pursue of the promotion of development of Chenzhou city. Project should be an assessment index for the cadres and departments’ performance. Better projects construction condition should be created to gather more strength to promote the development. More attention should be placed on the optimization of investment structure, especially on the foundation construction, industrial development, supplement of weakness, and improvement of industries. Preliminary work for the projects should be enhanced to improve the projects to be real, flexible and profitable, especially for integration of projects’ economic and social projects. Investment attraction work should be forcefully promoted that the leaders of all level departments should play the leading role to implement the specified responsibility system figured out for investment attraction.

Yi emphasized that the industries should be promoted to keep stable increase. Industry is the support of development and guarantee of well-being. The subjective and taxpayer awareness should be firmly established. The awareness that enterprise is the subjective of marketing economy, development and tax payment should be well recognized. The service awareness should be upgraded while the awareness of“official standard” should be desalted to create sound development condition. Two key points as follow should be highlighted: first, the transformation and upgrading should be realized via promoting the development of upstream-downstream industries, expanding industrial chain, increasing added value, upgrading development quality, improvement of safety, paying much more attention on meeting people’s demands of daily consumption and normal consumption, accelerating reconstruction and upgrading, and etc.; second, the development quality should be upgraded via improving modern the development of modern service industry, especially for the development of cultural tourism, modern logistics, fitness, boutique convention and exhibition, and etc.

Yi stated transformation development should be promoted to upgrade the quality. All leaders and cadres of different level departments should change the ideas and concepts to adapt to the New Normal, pay more attention on quality, efficiency and sustainable development, promote innovative development and mobilize endogenous power; should highlight the adjustment and optimization of economic structure, industrial structure and investment structure to improve the development of tertiary industry, upgrade the secondary industry, and optimize the industry proportion; and should pay more attention on the optimization of layout of cities and towns and layout of industrial areas by following the idea of “characteristic + plates” to form a featured and complementary development trend and upgrade the quality of development.
