On July 15, 2015, Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City investigated Chenzhou Export Processing Zone and required it to strengthen the forces on industrial undertaking and technological innovation, and accelerate the speed of transformation and upgrading.

Qu Hai investigated the construction development and enterprises production status of Chenzhou Export Processing Zone and checked the settlement of some investment attraction projects as Shimao Copper’s project with annual production capacity of 100,000tons of steel, and etc. Qu Hai stated that in recent year, as the most important window of Chenzhou city’s opening up, key front of reform and innovation and most important platform of investment attraction and undertaking industrial transfer, Chenzhou Export Processing Zone provided great supports and contribution for Chenzhou city’s reform and development.

Qu Hai stated that it should focus on the new targets, new tasks and new requirements presented by the Central Government, Hunan Provincial Party Committee, Hunan Provincial Government, Chenzhou Municipal Party Committee and Chenzhou Municipal Government, and take the New Normal of economic development into consideration to accelerate its industrial transformation and upgrading and technological innovation; should take the best advantages of the zone’s industrial agglomeration effect to promote the cluster development and innovation development of some traditional advantageous industries as electronic information, non-ferrous metal, and etc, and support the further development of leading enterprises to mobilize the development of upstream-downstream industries and small and medium-sized enterprises; and should well play its centralization function and radiation function on undertaking industrial transfer to strengthen the force on undertaking, promote the industrial upgrading, and cultivate more new financial resources and leading enterprises with strong driving force and high technical content.

Qu Hai emphasized that customs clearance reform should be deepened to provide more convenient and high efficient custom clearance condition for the enterprises; the policies and measures issued by the Central Government and Hunan Provincial Government should be deeply studied to obtain more supports on capitals, projects, and policies, which are purposely to create sound policy condition and provide more powerful policy support for the development of enterprises, industrial upgrading, and the zone’s upgrading , and enhance the zone’s competitiveness advantages of policy.

Qu also emphasized that Chenzhou Export Processing Zone should try best to be transformed and upgraded as comprehensive bonded zone. Concerned for the planning, it should base on the states and Hunan provincial “13th five-year plan” to confirm the development targets, find correct development ways and leave reasonable space for future development. Concerned for the development, it should keep industrial agglomeration and land consolidation, accelerate the cultivation of green industry, ecological industry and high-tech industry to play better demonstration and driving roles on Chenzhou city’s economic transformation and upgrading.
