In the 25th Session of the Forth Chenzhou Municipal People’s Congress Standing Committee listened to the special working report on investment attraction which was delivered by Chenzhou Municipal Government on October 29, 2015. Zhong Benqiang- Director of Chenzhou Municipal People’s Congress Standing Committee hosted the conference.

According to the report, from 2011-2014, the total actual use of foreign investment and paid-in domestic investment were USD3.572 billion and 116.788billion yuan which were 2.08 times and 1.98times more than the earlier four year. The total amount of the two parts were ranked second and third place of Hunan province respectively for 4 consecutive years. From January to September of 2015, the total actual use of foreign investment was amounted to USD988 million, up 11.2%, and the paid-in domestic investment was amounted to 31.366billion yuan, up 13.9%, which greatly helped Chenzhou city to stay in the first phalanx of Hunan province, promote the upgrading and transformation of industries, and upgrade infrastructure condition and city image.

It was also stated on the report that though great achievements were gained by Chenzhou city on investment attraction, it still faced some problems as the structure of projects was not so good, the investment condition needed to be improved, the exact investment attraction needed to be enhanced, and etc.

After listening and checking the working report, the 25th Session of the Forth Chenzhou Municipal People’s Congress Standing Committee suggested to pay more attention on investment attraction work by keeping it as the key grasps of industrial development; upgrade the working level of investment attraction by figuring out scientific industrial layout and guiding the dislocation development of industries; and keep optimizing investment environment by solving the narrow-neck problems and optimizing the environment of innovative talents.

Deputy Directors of Chenzhou Municipal People’s Congress Standing Committee- Li Xiping, Fan Zhongda, Li Shangde, Zhong Xiuping, Dou Xiangyan, Xie Yuan’an , and Li Xiangyang, and Secretary-general of Chenzhou Municipal People’s Congress Standing Committee- Xu Benhua attended the conference. Some leaders of Chenzhou Municipal Government- Li Ping and He Jianxiang, President of the Intermediate People’s Court- Luo Shuiping, Chief Procurator of the Intermediate People’s Procuratorate- Jiang Tao, and Director of Management Committee of Chenzhou Export Processing Zone sit on the conference.
