It was reported that “Green Book for 2015 Chinese Small and Medium-sized Cities” was released by Chinese Academy of Social Science Press of Social Science Documents on November 23, 2015 in Beijing city. According to the Green Book, top 100 small and medium-sized counties and cities of China with best comprehensive power (top 100 counties and cities on science development) were released to public. Yongxing county of Chenzhou city was ranked the 88th place on the list of top 100 counties with greatest potential in investment and Zixing city of Chenzhou was ranked the 97th place on the list of top 100 counties with best quality of new urbanization.

It was introduced that Small and Medium-sized City Economic Development Committee of China Society of Urban Economy, Research Group of Evaluation Index System for Chinese Small and Medium-sized City Scientific Development, and Small and Medium-sized City Development Strategy Research Institute carried out the studies of evaluation system for Chinese small and medium-sized city continuously from 2005 based on the essence of scientific development and guidance of central policies and practical condition of development of small and medium-sized cities of China. They optimized and adjusted the evaluation system by the means of accreditation council and released the research progresses by issuing “Report to Development of Chinese Small and Medium-sized Cities- Green Book of Chinese Small and Medium-sized Cities” regularly. In last 11 years, Small and Medium-sized City Development Strategy Research Institute worked together with Small and Medium-sized City Economic Development Committee of China Society of Urban Economy, that Small and Medium-sized City Development Committee of China Urbanization Promotion Association, Research Group of Evaluation Index System for Chinese Small and Medium-sized City Scientific Development and Quality of Urbanization, and some experts from relative State departments and scientific research institutions to study the scientific development indexes, investment potential indexes, “two-oriented” indexes, and new urbanization quality indexes of small and medium-sized cities and release “Report to Development of Chinese Small and Medium-sized Cities” Green Book with research progresses, on which comprehensively interprets and indicates the quality and practical condition of scientific development of small and medium-sized cities of China.

Yongxing county was ranked the 89th place on the list of top 100 counties with greatest potential in investment in 2014, up one place. Zixing city was enrolled into the list for the first time.
