It was learned from 2015 January-September Report of Expenditure released by Hunan Provincial Department of Finance that in the first three quarters, Chenzhou city vitalized 2.79billion yuan financial storage funds, down 65.5% compared with 2014, which enabled it to be 1st place of Hunan province on decreasing financial storage funds.

From the beginning of 2015, all financial departments of Chenzhou city took vitalizing storage funds as an important context for deepening the reform of fiscal and taxation systems and also an important measure for increasing budget expenditure. Followed relative regulations of central and Hunan provincial government, it sorted out 7 kinds of storage funds as balance of general public budget, balance of departments’ budget, and etc., accounting for 4.26billion yuan. It reclaimed all the balance of 2012 and earlier years, recalled all municipal level balance of 2013, and called back half municipal level balance of 2014. It also reclaimed 340million yuan balance of departments.

At the meantime, Chenzhou financial departments carried out different ways to vitalize the balance funds, such as supplementing budget to keep stability of regulating funds, recall same level finance to handle overall arrangement, and etc. It comprehensively carried out the clearance and recycling mechanism for the suspense payments, decreasing 16.2% balance of municipal level payments. It consolidated the achievements on clearing special financial account, clearing and merging 37 special financial accounts, decreasing 710million yuan balance of the accounts, both of which were ranked the first place of Hunan province. It regulated the accounting of accrual basis, decreasing the balance from 630million yuan to 240million yuan.

Concerned for the storage funds, all financial departments figured out relative activation solutions on the basis of their practical condition. Most of them would be placed on supplementing projects concerned for the stable increase and financial gaps caused by increase of rigidity expenditure, supporting water conservancy projects and infrastructure construction of urban and rural areas, and etc., all of which helped to play the best utilization effects of funds. It also placed more attention on the overall arrangement of financial balance that 180million yuan of all 340million yuan vitalized capitals have been placed on new projects.
