It was learned that followed the approval of Zixing Government, Qingjiang-Tukou highway PPP project which operated by Zixing Changxing Transportation Construction & Development Co., Ltd. has been approved by upper level procurement department to be purchased by the means of competitive negotiations after handling three-month preliminary work. The prequalification note of it was released on Hunan provincial government procurement net, which indicated the first PPP government procurement project of Zixing city started to acquire social capitals publicly.

It was introduced that Qingjiang-Tukou highway PPP project was covered with 230million yuan investment, including 180million yuan expenses of construction and erection. The government would place 50million yuan on it, while the rest 180million yuan would be collected from social capitals. According to “the Financial Ministry’s note on issuing ‘regulations for government procurement worked together by government and social capitals’”, this PPP project would follow legal procedures as follow: posting prequalification note for15-working day; sending out invitations for the qualified supplier; and organizing experts review 10 days later to confirm social capitals which win bids. According to the time schedule, the procurement work for the first PPP project of Zixing city would be finished in the end of this year.
