Qu Hai required on his investigation of key projects and enterprises

Qu Hai, Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City investigated the key projects and key enterprises on December 9, 2015. He required that all departments should conquer the difficulties as downstream of macro economy, bad weather, and etc. to fulfill all tasks by innovating new ideas and measures.

Qu Hai and some officials of relative departments visited “four museums and one hall” project, Gospel, Jingui Silver, Chenzhou High-tech Zone section of Dongjiang river diversion project and some other projects construction sites and enterprises to check the details. Currently, the main body projects for “four museums and one hall” project are being handled out fluently and the urban planning museum is being proceeded to the construction of interior part of the main body project. Gospel plans to operate some new projects with higher technology and more powerful driving forces. Jingui Silver is working on the construction of Jingui Silver City which is with the functions of internet+, industrial tourism, production and trading of precious metals, and etc. Land requisition work for Chenzhou High-tech Zone section of Dongjiang river diversion project is being promoted well.

Qu Hai stated that it did not just concern for the fulfilment of “12th five-year plan”, but also the significant foundation for the sound beginning of “13th five-year plan” to fulfill all the tasks preset for the key projects. Dongjiang river diversion project and other key well-being projects are concerned for the common aspiration of the people. The rainy weather from the beginning of this winter affected the construction of projects on some aspects. All construction units should change the ideas to handle the construction scientifically and should promote the spirit of “sunny day + rainy day”, “day time +night time” and “5+2” to accelerate the work on optimization of solution and design, interior decoration, settlement of procedures and some other ones which can be done on rainy days. They should concentrate the construction powers on the frontline to be ready for the construction in sunny days; and should pay balance attention on quality, progress and safety to ensure all annual tasks to be fulfilled on time. Projects owners, construction units and supervision units should work together to forge “four museums and one hall” and other key projects to be boutique projects, safe projects and landmark buildings.

Qu stated that technical innovation and listing financing were two “magic weapons” for the enterprises to conquer the pressure of the downstream of macro economy. More efforts should be placed on technical innovation and research & development to issue more new products to the market and develop more technologies and patens to upgrade the competitiveness and endogenous powers. An effective mechanism on introducing talents and retaining talents should be formed to dock with internet+ and some new ideas and open new development pattern. The ideas should be updated to accelerate the progress of listing and follow the way of capital operation to upgrade the enterprises’ capacities on coping with and preventing risks. All departments should optimize the environment to assist the development of enterprises; should offer more favorable condition to local enterprises on some government procurement and investment projects; should provide talents and capitals for enterprises to support the stable increase.
