From the beginning of 2015, the pressure of economic downturn was keeping increasing. In order to keep stable growth of industry, upgrade the quality and effect, and promote the industrial transformation, Chenzhou city should carry out more measures to cope with the pressure.

It should pay more attention on supporting the enterprises to get over the difficulties. Firstly, well implementing the comments on supporting Chenzhou city’s industrial enterprises that the enterprises’ difficulties should be figured out and solved on time; Secondly, enhancing the financial supports on real economy that the cooperation between banking institutions and enterprises should be closer and more loans should be placed on the industrial enterprises; Thirdly, paying closer attention on the settlement of policies that some central and Hunan provincial favorable polices issued to enterprises should be well seized to grant the enterprises with sound development condition.

It should pay more attention on the promotion of key projects to cultivate the increasing points. Firstly, enhancing the introduction and docking of key projects that great efforts should be tried to introduce more advanced manufacturing projects, high-tech projects, projects with independent intellectual property rights, and production servicing projects, and to introduce more high-end manufacturing, strategic research, and general assembly project to be settled down in Chenzhou city by enhancing the docking with powerful and large-scale groups; Secondly, implementing series major projects especially some high-tech, sound driving capacity, and large-scale invested projects to promote the expanded, innovative and rapid development of new emerging industries. The mechanism concerned for the connection of key industrial projects by municipal leaders and connection of key enterprises by leader group members of new urbanization should be kept and promoted on the process; Thirdly, enhancing the follow-up service for key projects that all the problems hindered on the way of development should be figured out and solved well to grant the projects with sound element support and service and ensure all projects to be fulfilled on time.

It should pay more attention on transformation of modes to mobilize more powers. Firstly, guiding the enterprises to enhance technical innovation that the innovation-oriented strategy should be well implemented to support the enterprises to place more investment on technical innovation, and encourage them to establish independent innovation mechanism and overcome crucial techniques so that to provide power technical supports for the transformation development; Secondly, assisting the enterprises to establish innovation management mode that the management procedures of enterprises should be reconstructed with internet mode to promote innovation of management, upgrade management level, and improve their competitiveness; Thirdly, supporting the brand construction of enterprise to upgrade their competitiveness by popularizing the fame and credit of brands.

It should pay more attention on adjustment of structure to form the new pattern. Firstly, accelerating the adjustment of structure that the technological transformation should be carried out by extending industrial chain, promoting industrial specialization and cluster development, and carrying out “5+4+3” project for cultivation of competitive industries, which was purposely to improve the 5 traditional industries as non-ferrous metal, energy, chemical, construction material, and consumer goods industry, cultivate new increasing points by improving the four strategic emerging industries as electronic information, new material, advanced device manufacturing, energy saving and environment protection, and establish modern industrial system by improving three production servicing industry as modern finance, modern logistics, and high-tech service; Secondly, accelerating the adjustment of regional structure that the interactive mechanism for coordination of industrial areas should be established on the basis of keeping improving the functional and diversified development of industrial areas and new pattern for coordinated development of industrial areas which is adaptable to regional resources, energies and environment and highlighted with features of leading industries should be formed by promoting the adjustment of layout of industrial areas of Chenzhou city; Thirdly, accelerating the optimization of enterprises structure that balance attention should be placed on the cultivation of leading enterprises and supporting of private small and medium-sized enterprises.

It should pay more attention on the integration of “two-izations” and forging the upgrade version. Firstly, improving the development of electronic information industry to upgrade the supporting and service capacity for the upgrading of integration of “two-izations” by following the ideas of “guiding with demands, uniting more industries, working together, coping with key points” and enhancing the capacity of industrial electronics, industrial software and information service; Secondly, deepening the integrated application of information technologies to improve the transformation and upgrading of traditional industries that more competitive new production mode, organization system and industry pattern and new industrialization system should be established by further integrating the information technologies into industrial system; Thirdly, perfecting the policies and guidance system on deepening integration of “two-izations” that promotion mechanism of informatization and working methods should be innovated to create new stage of the deepening integration of “two-izations”.
