It was reported that Chenzhou Government signed strategic framework agreement with Shenzhen Huahan Technology Co., Ltd. on December 16, 2015, mainly on the cooperation of urban comprehensive pipe gallery, “sponge city”, and etc.
Jiang Yimin- Minister of Hunan Housing and Urban-Rural Development Ministry, Yi Pengfei-Secretary of Chenzhou Municipal Party Committee, and Zheng Nenghuan- Director of Huahan Technology Co., Ltd. attended the signing ceremony and delivered addresses there. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City hosted the ceremony.

Shenzhen Huahan Technology Co., Ltd. is a professional new material high-tech enterprise on producing reinforced plastic winding pipe, steel frame vinyon compound pipe, and some accessories which are widely used on chemical, oil field, mine, municipal administration project, gas, agriculture, sea water transportation, and other areas. Its key businesses include investment, development and maintenance of urban underground pipe network, R&D and marketing of the technologies of pipeline operation control, and etc.

Zheng Nenghuan stated that the company will pay closer attention on investment and financing of infrastructure construction of Chenzhou comprehensive pipe gallery, and will follow PPP mode to promote the settlement of this project. It will apply more wisdom and industrialization on the promotion of the project along with introducing more central enterprises which are with strategic cooperation relationship with the company to participate in the investment. It will try best to improve the project to be an example of construction of urban comprehensive gallery and sponge city of Hunan province.

Yi Pengfei stated that Chenzhou City paid highly attention on the construction of urban comprehensive gallery. In recent years, due to the great promotion of the infrastructure construction, Chenzhou city’ s urban function and comprehensive carrying capacity were upgraded greatly. But from the standards of modernized city and view of development, there is still great space for further improvement of urban comprehensive pipe gallery. Yi expected that both two parties can work further on expanding cooperation fields, upgrading cooperation level and innovating cooperation models to reach win-win cooperation.
